The consultant will provide administrative, logistical, and technical experience in order to support the National Project Coordinators and ensure the effective delivery of administrative tasks and operational efficiency during the planning and implementation of activities to be carried out within the framework of the projects as set out in the Funding Proposals approved by the Green Climate Fund. Specific tasks and responsibilities The Operations and Logistics Consultant will contribute to the effective implementation of the project by performing the following tasks: • Collaborate with the National Project Coordinator in the timely preparation and submission of project work plans, budgets, procurement plans, and progress reports. • Contribute with the National Project Coordinator and the UNEP National Adaptation Plan Task Manager in developing terms of reference and assisting in the recruitment process of consultant and individual contractors. • Participate with the National Project Coordinator and the UNEP National Adaptation Plan Task Manager in developing legal agreements to facilitate the project implementation (Project Cooperation Agreements (PCAs), Small-Scale Funding Agreements (SSFA); Financial Authorizations (FA), etc.). • Monitor progress of project activities and identify corrective measures to overcome operational constraints, ensuring that the vision and values of the United Nations are respected, particularly in matters of sustainable development, gender equality and climate resilience. • Collaborate in reporting project execution and planning, including elaborating financial reports and procurement plans. In addition, participate in the elaboration of Interim Progress Reports (IPRs) to the Green Climate Fund (GCF). • Provide logistical organization and administration of Project Steering Committee and other relevant meetings, workshops, trainings, consultations, and communications efforts (as necessary). • Prepare support materials such as Power Point presentations, briefing notes, and summary reports for project meetings, workshops, and trainings. • Prepare agendas and arrange appointments and meetings related to the project activities and write minutes from the meetings. • Maintain general office files and databases and keep the information in a manner which allows easy reference and retrieval. • Receive and provide technical inputs, or draft and distribute correspondence on a variety of project related subject matters in both Spanish and English languages, attaching necessary background information, and ensuring that grammar, spelling, and format are correct. • Translate or organize and oversee the translation of project documentation and reports between Spanish and English, as relevant. • Collaborate with the Project Financial and administrative Officer based at the UNEP Regional Office for Latin America and the Caribbean in preparing purchase orders, travel plans and other administrative tasks related to the execution of the project. • Collaborate with the Project Management Unit in any other services requested, to ensure smooth operation of daily activities and proper management of the unit’s resources.
