CBIT’s most important contribution will be the creation of capacities at an inter-sectoral level to track and evaluate the Honduras’s NDC implementation, particularly for its mitigation component in the Agriculture, Waste, and Industrial Processes and Product Use (IPPU) sectors. This cross-sectorial and sub-regional work is fundamental for the Honduras due to the economy-wide nature of its NDC target, which seeks to drive deep, transformational de-carbonization which can only be achieved incorporating multi/inter-sectoral approaches. Output 1. Design and Develop a Capacity Building Plan for the Greenhouse Gas (GHG) Emissions and Removals National Inventory of Honduras for key stakeholders involved in the compilation of data, development and communication. The plan's content will comprehensively cover the following key elements: • An assessment providing a baseline of the current national capacity, identifying strengths, gaps, needs and areas for improvement. • Assessment and proposal of profiles required for the preparation and presentation of the national inventory report. • An assessment of the material available at international level and design of customized training tailored to the specific needs of the country, addressing gaps in knowledge and skills related to GHG Emissions and Removals National Inventory development and communication. • A detailed plan for capacity building covering all necessary aspects to successfully compile, manage and communicate an emissions inventory: a) National Inventory Systems; b) Quantification of National GHG Inventories (IPCC Guidelines and tools); c) Requirements to communication of national inventories according to the Modalities, Procedures and Guidelines (MPG) of Enhanced Transparency Framework (ETF). This output lays the groundwork for subsequent activities, providing a roadmap for capacity building efforts in the field of emissions inventory management. All of this should be developed maintaining communication with the Secretariat of Natural Resources and Environment (SERNA). Product No. 1 A Capacity Building Plan for the Greenhouse Gas (GHG) Emissions and Removals National Inventory for Honduras. The plan will include the outline of the baseline national capacity, the proposal of profiles required for the preparation and presentation of the national inventory report, the proposal of minimum contents and methodology to guide the implementation process of the capacity building plan. Output 2. Conduct training sessions according to the plan developed in output one to provide a comprehensive understanding of national inventory systems, quantification of National GHG Inventories and communication according to the dispositions of ETF. The training will have a specific emphasis on Agriculture, Waste, Industrial Processes and Product Use (IPPU). The consultant is expected to: • Develop training modules that aim to offer participants a holistic view of the emissions inventory system, with targeted emphasis on key sectors such as Agriculture, Waste, Industrial Processes and Product Use (IPPU). • Conduct three introductory virtual training sessions previous to in-person sessions. • Conduct in-person training sessions for at least 5 days to allow for in-depth exploration and understanding of the relevant topics. Product No. 2 Training material package for both the development of inventories and the design and implementation of a national inventory system. Output 3. The creation of a detailed roadmap for the establishment of Honduras' National Greenhouse Gas Inventory System (SINGEI). The document should encompass the following: • Based in the assessments developed in output 1, the activities and discussions generated in output 2 analyze the elements required to create the National GHG Inventory System, including the institutional, legal, and procedural measures that ensure the sustainability of the preparation of GHG inventories, the consistency of reported emissions and the quality of the results. • Generate a comprehensive proposal that outlines the steps, processes and stakeholders involved in creating and operating the National GHG Inventory System. The roadmap should serve as a visual guide, offering a structured and accessible overview of the entire process to create the National GHG Inventory System (SINGEI). Product No. 3 A document containing the proposal of the National Greenhouse Gas Inventory System (SINGEI) for Honduras presenting the steps, processes, and actors involved in creating and operating the emissions inventory system. The document will serve as a roadmap offering a structured and accessible overview to establish the SINGEI of Honduras. Specific tasks and responsibilities • Run a thorough research of the main categories covered by the National GHG Inventory of Honduras, particularly those in Agriculture, Waste and Industrial Processes and Product Use (IPPU) sectors. • Design and develop a 5-day capacity-building program to be delivered to key specific audiences in Honduras: two days for introduction and tools training, and three days for Agriculture, Waste, and Industrial Processes and Product Use (IPPU) inventory sectors training. • Ensure coordination with the relevant national institutions and government ministries to ensure that the project activities are distinct and fully complementary to other sessions of the capacity building programmes provided to these audiences within the CBIT Honduras Project. • Conduct the capacity building programme for key audiences. • Prepare a proposal document for the design of the National Greenhouse Gas Inventory System (SINGEI) for Honduras.
