In performing the above-described duties and responsibilities, the Consultant shall provide the following results: Handover of the final report of the Urban Monitoring Framework (UMF) of the city of Abu Dhabi. Handover of the final report of the Voluntary Local Review (VLR) of the city of Abu Dhabi The selected candidate will be responsible for developing and drafting the first Voluntary Local Review (VLR) of the city of Abu Dhabi. This will include analyzing data and organizing it in a spatial SWOT, facilitating participatory events and workshops, developing SDG Discussion Papers and integrating the local development priorities in the Voluntary Local Review (VLR). The consultant will follow the methodology and tools developed by UN-Habitat and ESCWA for developing Voluntary Local Reviews (VLRs) in the Arab region, namely the Practical guidelines for Voluntary Local Reviews (VLRs) in the Arab region, the Action-Oriented Voluntary Local Reviews Methodology, the Global Urban Monitoring Framework (UMF), and stakeholders' engagement processes in order to provide concrete recommendations to orient strategic planning in the Department of Municipalities and Transport (DMT) of Abu Dhabi The Voluntary Local Review (VLR) is based on four key tracks: - Data Track using the Global Urban Monitoring Framework - Stakeholders’ engagement track - SDG research track - Strategic Action The consultant will lead the technical process and author the Voluntary Local Review (VLR), working closely with Abu Dhabi Department of Municipalities and Transport (DMT), UN-Habitat country programme in Bahrain, regional office for Arab states, and the SDG Localization and Local Governments team.
