The Financial Analysis Expert will be responsible for supporting the Brazilian Ministry of Environment and Climate Change in the formulation of a comprehensive and integrated funding strategy for the mitigation component of Plano Clima, in close coordination and alignment with the Adaptation Strategy team who will be responsible for preparing information concerning funding strategy for the adaptation component. The expert will start conducting an extensive analysis for establishing the methodological basis for funding the mitigation actions proposed in the mitigation plans. It is important to remark that the seven sectorial mitigation plans will be developed (Energy, Transport, Agriculture, Land Use Change, Cities, Industry, and Waste) with an integrated air quality and climate change mitigation approach, which should consider SLCP, especially methane. Based on that, he/she will prepare a template containing specific parameters that should be filled to ensure common structure and consistency of information for both the mitigation and adaption sectoral plans, along with the methodological guidelines to the elaboration of the funding sectoral strategies of the Sectoral Plans. To consolidate this information, the consultant will work in close collaboration with the Adaptation Strategy team who will prepare data and analyses on the financial parameters for the adaptation sectors. The consultant should also dive-into supporting the means of the implementation for the mitigation component of the Plano Clima for supporting the identification of the main financial gaps in the mitigation sectors and supporting the sectoral mitigation experts (to be hired) to filling out the mitigation sector’s templates. Finally, based on the filled templates and technical written subsidies received by the Adaptation Strategy team as well as from the mitigation experts, the consultant will support the consolidation of the section of “means of implementation” of Plano Clima’s “Transversal Strategy for Climate Action”, which requires a cross-sectoral approach. The finance landscape analysis that will inform the elaboration of the “means of implementation” section of Plano Clima’s “Transversal Strategy for Climate Action”, may include: (i) major categories for the mitigation and adaptation actions; (ii) financial requirements and gaps, as well as the potential for the mobilization of resources, identifying potential funds to be directed towards funding the Sectoral Mitigation Plans (the Sectoral Adaptation Plans will be covered by another consultant to be hired); (iii) key policy measures, necessary regulatory enhancements and policy changes, and strategic investment areas for each Sectoral Mitigation Plan.
