Expected Tangible and measurable outputs - Recommendations on post-release monitoring and supervision mechanisms for FTFs and VEPs are presented in the form of an analytical report and accepted by the project team; - Presentation materials are submitted, based on the analytical report; - Guidelines/policies regulating the process of post-release monitoring and supervision of FTFs and VEPs including through enhanced multiagency cooperation and coordination are developed; - Capacities of stakeholders (e.g. municipalities, CSO, community representatives, as applicable) involved in delivering post-release support and supervision to FTFs and VEPs in selected regions are strengthened. The selected candidate will need to conduct the following tasks: - All deliverables have to be submitted in a timely manner, are well-researched, practice-oriented and geared towards use in Kazakhstan. - Consultation process with the Justice Section, Regional Office for Central Asia, Programme Office in the Kazakhstan and selected national consultant, as applicable, is conducted in a transparent, cooperative and inclusive manner, taking into account the comments and feedback from the Regional Office; - Practical experience in providing strategic advice and recommendations to the national authorities on effective delivery of reintegration programmes for probation clients/former offenders upon release. - Delivery of clear, well-organized and effective expert meetings and workshops as well as excellent presentations, guidance and facilitation during group discussions, as evidenced by the degree of interest and understanding of the topics by participants; - All final documents formatted, well-organized and written in clear, professional English or Russian;
