The Air Transport Bureau (ATB) is divided into three branches: Aviation Security and Facilitation (ASF), Economic Development (ECD) and Environment (ENV).The ASF branch is responsible for the development and maintenance of Annex 9 – Facilitation and Annex 17 – Aviation Security, as well as related guidance material, for providing advice and assistance to States, and for managing the ICAO Universal Security Audit Programme-Continuous Monitoring Approach (USAP-CMA) aimed at auditing the effective implementation of security related Standards by States. It coordinates the activities of the Aviation Security and Facilitation Regional Officers (ASFROs), while maintaining close relationships with States’ Aviation Security and Facilitation Authorities, other UN Agencies, international and regional organizations, industry and academia. It provides support to ICAO governing bodies and other entities, including Panels of experts and their working groups, other Bureaus and ICAO Regional Offices. The incumbent reports directly to the Director, Air Transport Bureau (D/ATB) and assists D/ATB in the efficient and effective execution of the work programmes related to Aviation Security, Cybersecurity and Facilitation. The incumbent is expected to make the necessary decisions and supervise the four organizational entities in ASF: Aviation Security Policy Section (ASP), Aviation Security Audit Section (ASA), Implementation Support and Development – Security Section (ISD-SEC), and Facilitation Section (FAL). Cross-cutting programmes and activities (cybersecurity, health, cargo, dangerous goods, audit processes, RPAS/UAS) are managed in coordination with the Air Navigation Bureau (ANB) while Assistance, Implementation Support, Capacity Building and Training programmes and activities are managed in coordination with Regional Offices and the Capacity Development and Implementation Bureau (CDI).
