The Eastern and Southern Regional Office (ESAF) in Nairobi, Kenya is primarily responsible for maintaining continuous liaison with the States to which it is accredited (24 Contracting States) and with appropriate international organizations, regional civil aviation bodies and UN Agencies and programmes. The Regional Office ensures interregional coordination and promotes the timely and harmonized implementation of ICAO Strategic Objectives, policies, decisions, Standards and Recommended Practices (SARPs), aviation safety and air navigation plans. The Regional Office also provides technical guidance and assists States with implementation. The incumbent reports directly to the Regional Director and performs dual functions. Apart from duties as Deputy Regional Director, the incumbent equally serves as Regional Officer of his/her technical discipline where the post is not occupied. S/he serves as Technical Team Leader and assists the Regional Director in guiding the Regional Office Technical Team in developing and implementing Regional Performance Framework for Safety and Air Navigation, encompassing the Global Air Navigation Plan (GANP), Global Aviation Safety Plan (GASP) and Regional Air Navigation Plan (ANP). S/he also supports States in the implementation of the Global Aviation Security Plan (GASeP), as well as in Air Transport and Environment. The Deputy Regional Director facilitates and coordinates the work of technical advisers and experts and promotes partnership, synergy and strategic alliances with counterparts in government, multi-lateral and bi-lateral agencies and civil society. S/he contributes to UN systems coordination through participation in policy dialogue and provision of inputs into joint Common system initiatives. The incumbent is the first-level supervisor for the Technical Team staff in the ESAF Regional Office. S/he collaborates closely with the Administrative Specialist and acts on behalf of the Regional Director in her/his absence.
