Org. Setting and Reporting

This position is located within the Joint Mission Analysis Centre (JMAC) and reports to the Senior Advisor in the OSRSG of the United Nations Peacekeeping Force in Cyprus (UNFICYP). The JMAC is responsible for the management and processing (collection, collation, analysis and dissemination) of information as a basis for policy development, enhanced planning and decision-making by the Senior Mission Leadership. The Chief of JMAC reports to the Senior Advisor.


- In consultation with the Senior Advisor and other senior staff, ensure that Information Requirements (IR) and Priority Information Requirements (PIR) are established and maintained, and that priorities are established for information collection and analysis in accordance with the mandate of the integrated Mission.
- Provide briefings to the Mission Senior Management Group, senior UN staff and visiting delegations and represent the JMAC in mission-level meetings and other events.
- Manage the integrated JMAC team of civilian and uniformed personnel assigned to represent their components in the JMAC. Coordinate Requests for Information between the JMAC and other Mission components, the UN Country Team and UN Headquarters and coordinate the analysis of that information.
- Ensure appropriate orientation of the gathering of comprehensive information about events or actions that may affect the successful implementation of the Mission’s mandate.
- Support contingency planning and participate to strengthen the ability of senior mission leaders to be informed and understand developments on the ground.
- Draft the political inputs for the mission daily and weekly situation reports, develop and oversee the monitoring of a wide spectrum of information sources including, Mission component reports, local news including Intelligence related material, social media and interaction with officials, International Organizations, the Diplomatic Community, civil society organizations and others as appropriate.
- Draft, oversee and ensure the timely production and quality of products analytical reports on key political, humanitarian, economic, development and other relevant issues, risk analyses, threat assessments, Early Warning Notes, technical support (database and website development and design), coordination support (Integrated Strategic Framework working groups and reviews, task forces, IPF, in-depth analysis, capacity and policy making role, user-friendly visual products (website/portal, factsheets and community profiles, maps).
- Coordinate with and support the Coordination Operational Group and the Joint Operations Centre where appropriate.
- Support and liaise closely with the Mission Crisis Management Team and respond to specific incidents as required and where appropriate.
- Maintain contact with the Heads of Mission components on a regular basis to indicate, and respond to, needs that may arise.
- Ensure that the appropriate level of confidentiality for products is maintained.
- Prepare standard operating procedures for the work of the unit, as required.
- Prepare, implement and monitor the unit’s work plan, and co-manage and co-supervise where appropriate, the staff comprising an integrated team with a range of expertise (military information analysts, UN police officer, public information assistants, political and civil affairs, security, technical GIS expertise).
- Management responsibilities include the prompt recruitment and selection of staff.

- Strong analytical skills and experience in information collection and management. - Excellent drafting and editing skills with the proven ability to produce cogent reports and edit the work of others. - Ability to develop information collection, assessment and analysis plans that support the mandate of the Mission and its strategic objectives. - Ability to produce forward-looking, pre-emptive analytical products and relevant leadership advice. - Proven ability to integrate different perspectives into analytical products. - Proven ability in preparing various sensitive and confidential analytical correspondences/reports and presentations in a fast-paced and high-stress environment. Ability to coordinate with others from different backgrounds and collate a variety of views and opinions to ensure effective analysis. - Flexible approach to work and willingness to take on additional duties as required. - Capable of identifying, articulating and defending complex concepts, issues and recommendations. - Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations.

Advanced university degree (Master's degree or equivalent) in political science, social sciences, international relations, law, public administration, economics or related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of 10 years of progressively responsible experience in intelligence, information or political analysis; and/or management political science, international relations, journalism, development, or related field. Leadership and managerial experience is required. Experience in a JMAC, Integrated Analysis Team or Political unit in a UN peacekeeping or other field operation is required.

Experience in coordinating and synthesizing inputs and work of different components, desirable. Familiarity and experience with UN military and police, desirable. Experience working in an integrated civilian-military-police environment is desirable. Significant drafting experience of documents in English for consideration by senior leadership in their decision making, is an advantage.


English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English is required.
