Org. Setting and Reporting

The United Nations Environment Programme (UN Environment) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. UN Environment's Law Division is the lead Division charged with carrying out the functions of UN Environment in the field of environmental law and environmental governance. The Law Division promotes the contribution of environmental dimension of sustainable development through law, national and international governance and related policy issues, including those related to Multilateral Environmental Agreements (MEAs), the High-level Political Forum on Sustainable Development and the Environment Management Group (EMG). To fulfill its mandate, the Law Division's work focuses on: leading the international community in the progressive development of environmental law; strengthening international environmental governance; supporting States in the development and implementation of legal, institutional and policy measures that address emerging and important environmental challenges; facilitating cooperation and coordination among UN Environment, other UN entities and MEAs; working with intergovernmental governing bodies, such as the UN Environment Assembly, the UN General Assembly the Economic and Social Council, or the governing bodies of MEAs in implementing the Agenda 2030 for Sustainable Development and its Sustainable Development Goals and goals of MEAs; and facilitating policy dialogue among States on issues relating to international environmental law and governance. This position is located in the MEAs Support and Cooperation Unit, Environmental Governance and Conventions Branch at UN Environment Headquarters in Nairobi, Kenya. The incumbent will report to the Head of the Unit.

Responsibilities

Within delegated authority, the Programme Management Officer will be responsible for the following duties: • Participates in the development, implementation and evaluation of assigned programmes/projects/activities in relation to biodiversity related multilateral environmental agreements (MEAs); • Monitors, analyzes and reports on development and implementation of projects supporting implementation of biodiversity related MEAs; • Prepares, analyzes, reviews relevant documents and reports on biodiversity related MEAs processes including reports and inputs to the governing and subsidiary bodies of UN Environment and biodiversity related MEAs and identifies problems and issues to be addressed and proposes corrective actions; • Liaises with relevant parties, identifies and tracks biodiversity related MEA governing bodies decisions requesting for UNEP follow-up actions and reporting to the relevant MEAs governing and subsidiary bodies as well as UN Environment governing and subsidiary bodies; • Performs consulting assignments, in collaboration with the secretariats of biodiversity related MEAs, as well as relevant partners in planning facilitating workshops, through interactive sessions and assisting in developing the action plan for countries to implement their obligations under biodiversity related MEAs; • Researches, analyzes and present information gathered from diverse sources on emerging issues on protection, conservation and sustainable use of biodiversity. • Assists in policy development, including the review and analysis of biodiversity governance issues and trends, preparation of impact evaluation or equivalent studies, etc. • Undertakes survey initiatives; reviews, analysis and interpret responses, identifying problems/issues and prepares conclusions on relation and interlink between the thematic cluster of MEAs with emphasis on the role of biodiversity related MEAs and implementation of their goals in the context of long-term strategic planning and the Agenda 2030 for Sustainable Development and Sustainable Development Goals. • Prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc. • Provides substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc. • Undertakes outreach activities; conduct training workshops, seminars, etc.; make presentations on biodiversity related issues. • Participates in, or leads field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.
• Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.) on biosafety and biodiversity in general.
• Performs other duties as required.

Education

Advanced university degree (Master’s degree or equivalent) in environmental studies, environmental law, environmental governance or a related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of five years of progressively responsible experience in project or programme management, international environmental relations or other related area are required. Experience in MEAs governance and negotiations is desirable.

Languages

English and French are the working languages of the UN. Fluency in English (both oral and written) is required for this post. Knowledge of another UN official language is an advantage.

Assessment

Evaluation of qualified candidates for this position will include a substantive assessment which will be followed by a competency-based interview.

Appointment against this position is for an initial period of one year and may be subject to extension.
