Org. Setting and Reporting

The United Nations Environment Programme (UN Environment) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The overall objective of the UN Environment's Economy Division is to encourage decision makers in government, local authorities and industry to develop and adopt policies, strategies and practices and technologies that promote sustainable patterns of consumption and production, make efficient use of natural resources, ensure safe management of chemicals and contribute to making trade and environment policies mutually supportive. It promotes the development, use and transfer of policies, technologies, economic instruments, managerial practices and other tools that assist in environmentally sound decision making and the building of corresponding activities.

The Chemicals and Health Branch promotes joint approaches to the environment and health that demonstrate the economic, environmental and health advantages of sound chemical and waste management. The Branch works closely with governments, international organizations, industry and civil society around the world to develop solutions for the sound management of chemicals and waste. The overall goal of the UN Environment Global Mercury Partnership is to protect human health and the global environment from the release of mercury and its compounds by minimizing and, where feasible, ultimately eliminating global, anthropogenic mercury releases to air, water and land. The Partnership works closely with stakeholders to assist in the timely ratification and effective implementation of the Minamata Convention on Mercury. The position is located in the Economy Division, Chemicals and Health Branch, Knowledge and Risk Unit at the Geneva duty station.

Under the direct supervision of the Head, Knowledge and Risk Unit, and the overall supervision of the Head, Chemicals and Health Branch, the incumbent will perform the following functions:

Responsibilities

• Leads the planning, management, monitoring and reporting of programmes and projects to implement Governing Council and UN Environment Assembly resolutions on heavy metals as well as the Minamata Convention on Mercury invitations to assist parties in complying with their obligations.

• Coordinates policy development and ensures effective and efficient implementation of projects related to heavy metals. Oversees the Mercury Partnership activities and projects, including UN Environment Secretariat functions.

• Supervises and develops, as necessary, reports on programmes and projects related to heavy metals including budget allocations; supervises and prepares written outputs, information documents, reports, background papers, technical briefings.

• Provides programmatic/substantive backstopping on heavy metals to UN Environment Assembly, consultative and other meetings and conferences.

• Ensures effectiveness of projects, outreach activities, trainings and deliverables related to heavy metals.

• Establishes, maintains cooperation and collaboration with authorities and international institutions and partners, provides briefings, advice, prepares reports, responds to requests.

• Identifies and promotes best practices.

• Performs any other relevant duties as required.

Education

An advanced university degree (Master’s or equivalent) in environmental science, business administration or related fields is required. A first-level degree (Bachelor’s or equivalent) in the specified fields with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of seven (7) years of progressively responsible professional experience in project/programme management with relevant substantive expertise in the areas of chemicals and waste management, environmental science, or related fields is required. Experience in stakeholder engagement, including donors, is required. Experience related to heavy metals sources, challenges, solutions and relevant UN mandates is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this post, fluency in written and oral English is required. Knowledge of other UN official languages is an advantage.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Appointment against this position is for a period of one year and may be subject to extension. Staff Members are subject to the authority of the Secretary-General and to assignment by him or her.
