Org. Setting and Reporting

The United Nations Environment Programme (UN Environment) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The
overall objective of the UN Environment's Economy Division is to encourage decisionmakers in government, local authorities and industry to develop and adopt policies, strategies and
practices and technologies that promote sustainable patterns of consumption and production, make efficient use of natural resources, ensure safe management of chemicals and contribute
to making trade and environment policies mutually supportive. It promotes the development, use and transfer of policies, technologies, economic instruments, managerial practices and
other tools that assist in environmentally sound decision making and the building of corresponding activities.
Within the Economy Division, the Chemicals and Health Branch promotes joint approaches to the environment and health that demonstrate the economic, environmental and health advantages of sound chemical and waste management. The Branch works closely with governments, international organizations, industry and civil society around the world to develop solutions for the sound management of chemicals and waste.
The position is located in the Economy Division, Chemicals and Health Branch, Knowledge and Risk Unit at the Geneva duty station.

Responsibilities

• Leads the development, implementation and evaluation of programmes and projects to support the implementation of the Minamata Convention on Mercury; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions.

• Leads and undertakes research, analyzes and presents information gathered from diverse sources on topics related to monitoring and reducing the impacts of mercury pollution in artisanal and small-scale gold mining, energy generation, metals production, and other sectors.

• Organizes and prepares written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.

• Provides substantive backstopping to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.

• Supervises, initiates and coordinates outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities.

• Performs other duties as required.

Competencies

PROFESSIONALISM: Knowledge and understanding of theories, concepts and approaches relevant to chemicals and waste management, especially mercury pollution. Ability to present recommendations for discussion with stakeholders. Ability to identify issues, analyze and participate in the resolution of issues/problems. Ability to conduct data collection using various methods and to supervise the preparation of reports. Conceptual analytical and evaluative skills to conduct independent research and analysis, including familiarity with and experience in the use of various research sources, including electronic sources on the internet, intranet and other databases. Ability to apply judgment in the context of assignments given, plan own work and manage conflicting priorities; Shows pride in work and in achievements; Demonstrates professional competence and mastery of subject matter. Is conscientious and efficient in meeting commitments, observing deadlines and achieving results. PLANNING AND ORGANIZING: Develops clear goals that are consistent with agreed strategies; Identifies priority activities and assignments; adjusts priorities as required; Allocates appropriate amount of time and resources for completing work; Foresees risks and allows for contingencies when planning; Monitors and adjusts plans and actions as necessary; Uses time efficiently.

Education

An advanced university degree (Master’s or equivalent) in environmental sciences, earth sciences, management or related fields is required. A first-level degree (Bachelor’s or equivalent) in the specified fields with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of seven (7) years of progressively responsible professional experience in project/programme management, administration or related fields, with relevant experience in the implementation of multilateral environment agreements, or similar, is required. Technical experience in addressing mercury-related issues and experience managing projects related to assessing and mitigating mercury use and releases is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another UN official language is desirable.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Appointment against this position is for an initial period of one year and may be subject to extension. Staff members are subject to the authority of the Secretary-General and to assignment by him or her.
