Org. Setting and Reporting

This position is located in Monitoring and Evaluation Service, Business Transformation and Accountability Division (BTA) of the Department of Management Strategy, Policy and Compliance (DMSPC). The Chief of Service reports to the Director.

The Business Transformation and Accountability Division will establish and mainstream accountability systems to drive a results-based culture and the proactive management of risk. The Division will be the key enabler of the Secretary-General’s proposal to delegate authority closer to the point of delivery, empowering managers to determine how best to use their resources to implement mandates. Through the use of business analytics, the Division will provide real-time support on performance to senior managers and other internal and external stakeholders and will conduct management reviews and quality assurance functions in a cycle of continuous improvement. It will seek opportunities to modernize and innovate and will manage large-scale business transformation projects.

Responsibilities

The Chief of Service will play the pivotal role of setting the strategic direction of the Monitoring and Evaluation Service, directing the establishment of the systems, processes and procedures required to fulfill its newly established mandate, building the required capacity to drive the critical activities of the Service. Within delegated authority, the Chief of Service will be responsible for the following duties:

•Leads the development and implementation of systems for managing and monitoring delegated decision-making authority in the areas of, inter alia, human and financial management, procurement, property management, and information and communications technology.
•Advises senior management on the types and levels of authority to be delegated and, if necessary, which proactive actions should be taken in cases where delegated authority is not used as intended.
•Identifies areas with opportunities for improvement, where proactive intervention would clarify expectations relating to delegation of authority.
•Ensures lessons learned and information regarding trends and best practices are shared systematically within the Division and with policy makers, managers and operational counterparts to drive continual improvement and foster a culture of accountability.
•Provides leadership for the development and implementation of systems for monitoring, measuring and reporting on organizational and senior manager performance.
•Guides the development of self-evaluation tools and methodological support for use across the global UN Secretariat.
•Formulates and implements the substantive work programme of the Service under his/her supervision. Oversees the management of activities undertaken by the Service, ensures that programmed activities are carried out in a timely fashion and co-ordinates work in the different areas both within the Division and Department, and with other organizations of the UN System, as appropriate.
•Leads, supervises and carries out the work programme of the Service under his/her responsibility. Co-ordinates the work carried out by different work units under the Service and by other agencies and bodies of the United Nations system; provides programmatic/substantive reviews of the drafts prepared by others.
•Co-ordinates and oversees the preparation of reports for presentation to intergovernmental bodies such as the Advisory Committee on Administrative and Budgetary Questions, the Committee for Programme and Coordination, the General Assembly and other policy-making organs, as appropriate.
•Reports to intergovernmental bodies on budget/programme performance or on programmatic/ substantive issues, as appropriate, particularly those presented in biannual and/or annual reports.
•Ensures that the outputs produced by the Service maintain high-quality standards; that reports are clear, objective and based on comprehensive data. Ensures that all outputs produced by the Service meet required standards before completion to ensure they comply with the relevant mandates.
•Assists the Director in preparing the work programme of the Service, determining priorities, and allocating resources for the completion of outputs and their timely delivery.
•Undertakes or oversees the programmatic/administrative tasks necessary for the functioning of the Service, including preparation of budgets, reporting on budget/programme performance, evaluation of staff performance, interviews of candidates for job openings, evaluation of candidates and preparation of inputs for results-based budgeting.
•Recruits staff, taking due account of gender and geographical balance.
•Manages, guides, develops and trains staff under his/her supervision.
•Fosters teamwork and communication among staff in the Service and across organizational boundaries.
•Leads and supervises the organization of meetings, seminars, etc. on substantive issues. Manages the substantive preparation and organization of such meetings or seminars.
•Participates in international, regional or national meetings and provides programmatic/substantive expertise, or holds programmatic/substantive and organizational discussions with representatives of other institutions.
•Represents the Service at international, regional or national meetings.

Education

Advanced university degree (Master’s or equivalent) in business or public administration, programme evaluation and measurement or related fields is required. A first-level degree (Bachelor’s or equivalent) in the specified fields of studies with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of fifteen years of progressively responsible experience in management, administrative law, accountability systems, monitoring and evaluation, or administration is required. Experience in change management; and in large, complex international or global organizations is required. Experience in supervising a large team is required. Experience in monitoring delegated authority; organizational performance measurement; or programme evaluation is required.

Experience in development and implementation of a system for managing and monitoring delegated decision-making authority is desirable. Experience in the development and implementation of self-evaluation tools and methodological support structure for managers is desirable. Experience in the UN system or comparable international organizations is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this post, fluency in English is required. Knowledge of French is desirable. Knowledge of another UN official language is an advantage.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by a competency-based interview.
