Org. Setting and Reporting

This position is located in the UNAMID’s Support Office in Golo. Under the direct supervision of the Senior Mission Support Officer, Sector Central, Zalingei, the Administrative Officer will perform a wide range of office support and administrative functions in support of the mandate.

Responsibilities

Within delegated authority, the incumbent will be responsible for the following duties:

General Administration
Supports the SMSO in coordinating logistics for space allocation and general administration for staff relocating from El Fasher to Sector Central. Oversees the identification of office technology needs and maintenance of equipment, software and systems, coordinating enhancements as necessary. Leads or participates in technical survey and verification missions in the Sector and identifies problem areas and regularly discusses corrective actions with the SMSO. Prepares concise reports, assessments, rationales, and presentation to facilitate decision-making on logistics support in the Sector.


Human Resources Management:
•Effectively support the SMSO in the administration of human resources activities such as identification of staffing needs and areas for training and development of staff. Provide support in coordinating with Section Chiefs and other personnel on the redeployment of staff.

Budget and Finance:
• Develops plans and procedures for assessing material and staffing needs and plan costing of operational budgets. Monitors and reviews the work programme and budget by conducting regular and special reviews to assess progress of actual work versus the programme plan. Coordinates the production of programme reports. Supports the SMSO in the provision of guidance on financial administration and management information issues and practices to colleagues. Provides guidance and leadership to more junior staff.

• COMMUNICATION: Speaks and writes clearly and effectively; listens to others, correctly interprets messages from others and responds appropriately; asks questions to clarify, and exhibits interest in having two-way communication; tailors language, tone, style and format to match audience; demonstrates openness in sharing information and keeping people informed.

Education

Advanced university degree (Master’s degree or equivalent) in business or public administration, finance, accounting, law, communications or related area. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of five years of progressively responsible experience in administration, finance, accounting, human resources management or related field is required. Experience at the international level or a post-conflict environment outside of your home country or other type of field operation is required. Experience with the United Nations administrative policies and practices, as well as the staff and financial rules and regulations is desirable. Experience in general facilities maintenance as well as coordinating field activities and operations with multi-disciplinary teams is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this position, fluency in English (both oral and written) is required.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Special Notice

• This position is temporarily available until 31 December 2018. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.

• While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post.

• Subject to the funding source of the position, the eligibility for this temporary job opening may be limited to candidates based at the duty station.

• This temporary job opening may be limited to “internal candidates,” who have been recruited through a competitive examination administered according to staff rule 4.16 or staff selection process including the review of a central review body established according to staff rule 4.15.

• Staff members of the United Nations common system organizations who will reach the mandatory age of separation or retirement within the duration of the current temporary need period are not eligible to apply.Submitting an application or selection for the current temporary job opening does not delay or increase the mandatory age of separation.

• Retirees above the mandatory age of separation who wish to be considered for the current temporary job opening must indicate the reason for their last separation as "retirement."
