Org. Setting and Reporting

The United Nations Environment Programme (UN Environment) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations System and serves as an authoritative advocate for the global environment. The overall objective of UN Environment's Economy Division is to encourage decision makers in government, local authorities and industry to develop and adopt policies, strategies and practices and technologies that promote sustainable patterns of consumption and production, make efficient use of natural resources, ensure safe management of chemicals and contribute to making trade and environment policies mutually supportive. It promotes the development, use and transfer of policies, technologies, economic instruments, managerial practices and other tools that assist in environmentally sound decision making and the building of corresponding activities. This post is located in the Economy Division's Air Quality and Mobility Unit (http://www.unep.org/transport/) at the UN Environment Headquarters in Nairobi, Kenya. The staff member will report to the Head of the Unit.

Responsibilities

Within delegated authority, the Programme Management Officer will perform the following duties:
1. Programme Management ;
a) Develop and implement a global used vehicles programme;
b) Support countries and regions with development and adoption of used vehicles standards and policies;
c) Develop and support initiatives to promote harmonized approaches on used vehicles in Africa and Latin America and the Caribbean regions;
d) Support the implementation of Unit wide activities of the Climate and Clean Air Coalition (CCAC), Partnership for Clean Fuels and Vehicles(PCFV), the Global Fuel Economy Initiative(GFEI), Share the Road (StR), Electric Mobility, Clean Ports and Used Vehicles programs in various regions;
e) Conduct research, generate survey initiatives; design data collection tools, review, analyze and interpret responses; and present information gathered from diverse sources;
f) Coordinate policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies;
g) Organize and prepare written outputs, e.g. technical used vehicles papers, analysis, sections of reports and studies, inputs to publications, etc.
h) Monitors and analyze programme/project development and implementation; review relevant documents and reports; identify problems and issues to be addressed and initiate corrective actions; liaise with relevant parties and ensure follow-up actions.
2. Programme Administration and Training/Capacity Building:
a) Perform consulting assignments, in collaboration with project partners, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change;
b) Provide substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
c) Initiate and coordinate outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities.
d) Lead and/or participates in large, complex field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.
3. Finance and Budgeting:
a) Coordinates activities related to budgeting and funding (programme/project preparation and submissions, progress reports, financial statements, etc.), supports fundraising for activities and programs, and prepares related documents/reports (pledging, work programme, programme budget, etc.).
b) Perform other duties as required.

Ability to undertake basic research and gather information from various sources (i.e. collect, analyze, interpret and report research results). Education

An advanced university degree (Master’s degree or equivalent) in environment, transport, economics, public policy, development, environmental sciences or a related field is required. A first-level university degree in combination with an additional two years relevant work experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of five years of progressively responsible experience in project or programme management, or related area including at least 3 years at the international level working with developing countries is required. Regional work experience in Africa and Latin America and the Caribbean is required. Substantive knowledge of, and technical and practical expertise in environment, clean transport, clean fuels and vehicles and/or sustainable development issues is desirable. Experience dealing with large international donor institutions (proposal writing, project reporting, budget supervision etc.) is an asset.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English and Spanish is required. Knowledge of another official United Nations language is an advantage.

Assessment

Evaluation of qualified candidates may include an assessment exercise which will be followed by a competency-based interview.

Appointment against this position is for an initial period of one year and may be subject to extension. Staff members are subject to the authority of the Secretary-General and to assignment by him or her.
