Org. Setting and Reporting

Created in December 1999, the United Nations Office for Disaster Risk Reduction (UNISDR) is the designated focal point in the United Nations system for the coordination of efforts to reduce disasters and to ensure synergies among the disaster reduction activities of the United Nations and regional organizations and activities in both developed and less developed countries. Led by the United Nations Special Representative of the Secretary-General for Disaster Risk Reduction (SRSG), UNISDR has over 100 staff located in its headquarters in Geneva, Switzerland, and in regional offices. Specifically, UNISDR guides, monitors, analyses and reports on progress in the implementation of the Sendai Framework for Disaster Risk Reduction 2015-2030, supports regional and national implementation of the Framework and catalyses action and increases global awareness to reduce disaster risk working with UN Member States and a broad range of partners and stakeholders, including civil society, the private sector, parliamentarians and the science and technology community. 

This temporary position is for a period of six months and is located in the Resource Mobilization Section of UNISDR in Geneva. The incumbent reports to the Chief of the Resource Mobilization Section.

Responsibilities

Under the overall guidance and direct supervision of the Chief, Resource Mobilization Section (P5), the incumbent carried out the following duties and responsibilities:

Contributes to the planning and carries out the work plan under his/her responsibility, determining priorities, and allocating resources for the completion of outputs and their timely delivery; ensures that the outputs produced by the Unit meet high-quality standards and support relevant UNISDR mandates.

Under the guidance of the Chief of Section, manages donor relationships under his/her portfolio together with concerned officers/staff and ensures coordinated regular contact with donors; facilitates the promotion of cooperation agreement strategies and operational alliances with donors under his/her portfolio.

Under the guidance of the Chief of Section, prepares funding proposals to donors as appropriate; ensures effective follow-up; and ensures timely and quality reporting to the donors, as required.

Contributes to the implementation and monitoring of the UNISDR Resource Mobilization Strategy and related plans of action; ensures ongoing analysis of resource mobilization needs and opportunities; stays abreast of latest donor and funding trends.

Contributes to the development and implementation of effective communications, outreach, branding and other resource mobilization mechanisms and tools to enhance the visibility of UNISDR with regard to UNISDR donors under his/her portfolio. Maintains particularly close collaboration with counterparts in the Communication and Advocacy Section.

Reports to the Chief of Section, Resources Mobilization Section, on progress in implementing the Resource Mobilization Strategy at his/her level and on meeting the funding targets under his/her portfolio; promptly flags external and internal factors influencing results and proposes corrective actions.

Upon request, represents UNISDR at inter-agency meetings, seminars, etc. on resource mobilization and related partnership initiatives/issues.

Contributes at his/her level to forward-looking strategic proposals on conceptual strategy development and implementation of the UNISDR Strategic Framework 2016-2021, biennial work programme, relevant policies and procedures from a donor perspective as well as substantive briefings for the Senior Leadership of UNISDR as appropriate.

Performs additional duties as required.

Education

Advanced university degree (Master's degree or equivalent degree) in business or public administration, finance, law, development, international relations or a related area. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of five years of progressively responsible experience in resource mobilization, partnerships building, management, administration, budget, finance or related field is required. A minimum of two years of experience mobilizing resources / fundraising for international organizations is desirable. Experience building strategic partnerships with Member States is desirable. A minimum of two years of working experience in an International organization such as the United Nations is desirable. Experience in drafting donor reports is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required; knowledge of French is desirable. Knowledge of another UN official language is desirable.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Special Notice

This temporary position is for a period of six months. Staff members are subject to the authority of the Secretary-General and to assignment by him. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.

While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post.

Subject to the funding source of the position, the eligibility for this temporary job opening may be limited to candidates based at the duty station.

This temporary job opening may be limited to “internal candidates,” who have been recruited through a competitive examination administered according to staff rule 4.16 or staff selection process including the review of a central review body established according to staff rule 4.15.
