Org. Setting and Reporting

The position is located in the Standing Police Capacity (SPC), based at the United Nations Global Service Center (UNGSC) in Brindisi. While Brindisi is a family duty station, the incumbent may be deployed to ‘D’ and “E’ non-family duty stations for several months at a time. The incumbent reports to the SPC Team Leader/Administration.

The SPC provides the start-up capability for the police components of new UN peace operations, and provides advice, expertise and assistance in the field of institutional law enforcement capacity building, both to peace operations and through the Global Focal Point on Rule of Law arrangement (GFP). Deployment to the field for periods of up to six months may be expected.

Responsibilities

Within delegated authority and depending on location, the Legal Officer is responsible for the following duties:

•As relates to the work of the SPC, handles a range of issues related to constitutional, international, public, and administrative, law, including the interpretation and application of constitutive, legislative and other instruments governing United Nations activities and operations, in consultation with senior Legal Officers.
• Provides legal advice for the SPC; interprets and advises on legislation and criminal procedures, particularly as they govern the role and activities of host-State law enforcement agencies targeted to receive SPC assistance and support. Undertakes basic or extensive review of legal documents, instruments, or other material; identifies important issues, similarities, and inconsistencies, etc.
•Prepares or assists in the preparation of legal opinions/advice on a wide range of international public or private law issues, including the United Nations Charter, Security Council or General Assembly resolutions and decisions involving, inter alia, issues relating to privileges and immunities and peace and security.
•Prepares or assists in the preparation of memoranda of understanding with host State governments relating to implementation of policing-related aspects of mission mandates.
•Provides legal advice on human resources matters; reviews administrative matters.
•Administers programmes related to policing and the rule of law.
•Performs other duties as assigned.

Competencies

Knowledge of instruments governing UN peace operations as well as the Organization’s approach to policing and rule of law. Knowledge of various legal research sources, including electronic, and ability to conduct research and analyze information on a wide range of legal issues. Knowledge of the civil law and/or common law legal systems and principles. Ability to interpret and apply legislative instruments, develop and present results, recommendations, and opinions clearly and concisely. Ability to draft legal papers and work under pressure. Ability to apply good legal judgment in the context of assignments given. Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. •PLANNING AND ORGANIZING: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.

Education

Advanced university degree (Master’s degree or equivalent) in international law. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of five years of progressively responsible experience in law, including legal analysis, research and writing is required. Experience in peace operations is desirable. Experience in programme management and implementation is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written English is required. Knowledge of the other official language (French) is highly desirable. Knowledge of another UN official language is an advantage.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Special Notice

• This position is temporarily available through 31 August 2019. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.

• While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post.

• Subject to the funding source of the position, the eligibility for this temporary job opening may be limited to candidates based at the duty station.

• This temporary job opening may be limited to “internal candidates,” who have been recruited through a competitive examination administered according to staff rule 4.16 or staff selection process including the review of a central review body established according to staff rule 4.15.

• Staff members of the United Nations common system organizations who will reach the mandatory age of separation or retirement within the duration of the current temporary need period are not eligible to apply.Submitting an application or selection for the current temporary job opening does not delay or increase the mandatory age of separation.

• Retirees above the mandatory age of separation who wish to be considered for the current temporary job opening must indicate the reason for their last separation as "retirement."
