Org. Setting and Reporting

This position is located in the Risk and Compliance Section of the Office of Investment Management (OIM) of the United Nations Joint Staff Pension Fund (UNJSPF). The incumbent works under the supervision of the Deputy Director, Risk and Compliance.

Responsibilities

Within limits of delegated authority, the Senior Compliance Assistant will be responsible for the following duties:

• Undertakes research and provides support to the Deputy Director in the evaluation of the compliance risks associated with the Fund's investment activities and assessment of the adequacy of OIM compliance procedures and guidelines, based on representative testing carried out during periodic compliance reviews of investment operations.
• Researches and examines whether rules and regulations as regards investment operations, policies and related procedures, in particular the OIM Investment Policy are complied with.
• Assists in the assessment of the adequacy and the effectiveness of the system of internal controls over various stages of the investment process.
• Verifies the reliability of reported data and records supporting the investment process.
• Analyzes complex and/or unusual investment operations and helps determine which OIM transactions are not compliant with OIM Investment Policies and Procedures.
• Recommends to the Deputy Director and Compliance Officer appropriate follow-up procedures and assists Deputy Director in coordinating with internal and external auditors on investment audit assignments by exploring front, back and middle office activities, control objectives and internal control best practices.
• Prepares drafts required for compliance reports for senior management and/or Investments Committee on OIM transactions. Prepares draft reports and/or letters in relation to the findings.
• Researches compliance issues as required by the Deputy Director in the provision of independent advice to senior management and the Investments Committee.
• Assists in the finalization of reviews of OIM compliance and internal control policies to assure their adequacy and effectiveness.
• Coordinates and requests, at the direction of the Deputy Director, information or other materials necessary for reviews of adviser and other contracts concluded by OIM to ensure adherence with its provisions.
• Ensures proper filing and archiving of documentation.
• Performs other ad hoc duties as maybe requested by the Deputy Director and assists in updating the website.

Education

High school diploma or equivalent. Undergraduate degree is desirable. Post secondary courses in Compliance, Finance, Mathematics or related field is desirable.

Work Experience

A minimum of ten years of experience in an investment management environment is required. Experience in investment compliance and operational risk concepts is desirable. Experience working with auditors is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this position, fluency in English is required. Knowledge of another UN official language is an advantage

• DURATION: This position is available for six months, with the possibility of extension. The selected candidate is expected to start as soon as possible. All posts are subject to availability of funds.The United Nations Joint Staff Pension Fund (UNJSPF) is an independent interagency body established by the United Nations General Assembly. Any candidate from a member organization of the UNJSPF applying for this post is considered as an internal candidate provided he/she has been appointed through the appointment and promotion procedures applicable in his/her respective organization. Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures. Appointment at the United Nations is subject to mandatory adherence to the United Nations Financial Disclosure Programme. An appointment to the Office of Investment Management (OIM) of the UNJSPF additionally requires compliance with the rules and regulations pertaining to OIM's Code of Ethics, Personal Securities, Gift and Hospitality policies.

• If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.

• Recruitment for this position is done on a local basis, whether or not the candidate is a resident of the duty station.

• While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post.

• Subject to the funding source of the position, the eligibility for this temporary job opening may be limited to candidates based at the duty station.

• This temporary job opening may be limited to “internal candidates,” who have been recruited through a competitive examination administered according to staff rule 4.16 or staff selection process including the review of a central review body established according to staff rule 4.15.
