Org. Setting and Reporting

This position is located in the Social Development Unit of the Subregional Headquarters of the Economic Commission for Latin America and the Caribbean (ECLAC) in Mexico City and reports to the Chief of the Social Development Unit.

The Economic Commission for Latin America and the Caribbean is one of the five Regional Commissions of the United Nations. It was founded in 1948 with the purpose of contributing to the region’s economic and social development. Its mission includes the design, monitoring and evaluation of public policies and the provision of advisory services, expertise and training to Governments, as well as support for regional and international cooperation and coordination activities. Established in 1951, the Subregional Headquarters of the Economic Commission for Latin America and the Caribbean (ECLAC) in Mexico serves 10 countries: Costa Rica, Cuba, Dominican Republic, El Salvador, Guatemala, Haiti, Honduras, Mexico, Nicaragua and Panama. Responsibilities

Under the overall supervision of the Chief of the Social Development Unit, the Research Assistant will be responsible for the following duties:

•Independently identifies and monitors substantive aspects of the work of the Unit in various regions/countries.
•Selects and evaluates a variety of documents, summarizes pertinent material, collects and analyses data and prepares background materials for assessment papers, studies, briefs and reports.
•Systematically follows through and retrieves, highlights and compiles information from a wide variety of information sources; prepares input for the electronic database and the internet and co-operates with research institutes and organizations in the collection of data.
•Prepares charts, graphs and other outputs for reporting and presentation of various data.
•Assists in formulating project proposals and co-ordinates day-to-day monitoring and implementation of these projects.
•Produces analytical, quantitative and qualitative elements required for the elaboration of documents and reports contained in the regular work programme and extraordinary work assigned to the Unit.
•Builds special data sets for specific research needs or for reports.
• Designs and updates databases and complete programme regarding procedures, sources and final presentations. Carries out preparatory work for and assists in coordinating regional meetings of experts on aging and the rights of the elderly within the framework of the implementation of the 2030 Agenda for sustainable development.
•Establishes internal databases; sets up, files, stores and manages data and information relevant to the scope of programme/project activities.
•Participates in technical meetings, conferences, and seminars. Serves as Secretary to committees, ad hoc task forces, etc.; takes notes, draft summary reports, minutes, notes for the files or assessment reports for presentation to the head of the Branch/Unit; monitors follow-up actions, etc.
• Provides technical assistance to governments on aging and elderly population
•Liaises with relevant parties both outside (delegates, NGOs) and inside the Organization.
•Drafts and edits complicated, complex and often technical texts.
•Evaluates paper, studies, briefs and reports focused on aging and elderly population programmes and makes recommendations for their improvement.
•Prepares newsletters on programme/project-related activities; drafts inputs for a wide range of documents/reports, briefings/debriefings, correspondence, etc.
•Prepares technical reports concerning ageing and elderly population, including the development of new demographic methodologies and their results, which will be used as outcome for the technical assistance.
•Contribution to other activities of the Unit, including the processing of census databases.Processes and compiles relevant information for the development of the estimations and population projections, in coordination with the national institutions of statistics of the countries of the region.
•Processes information gathered (background, data, statistics, etc.) using various computer programmes and periodically updates the information to allow its distribution and easy access by multiple and potential users.
•Tracks resolutions and other legislative decisions that affect programme/project content and oversees the preparation of the relevant databases, to ensure the incorporation of programmatic and other changes enacted by legislations.
•May undertake mission/field work in support of above activities.
•May provide guidance and support to more junior staff and review work assignments, provide training and inputs to performance evaluation.
•Performs other duties as assigned.

Education

High school diploma or equivalent is required. University degree in sociology, economics, anthropology, demography, statistics, actuarial studies, law, international cooperation or other social science/humanities related field or area is desirable

NOTE: For positions in the General Service category, candidates are required to clearly indicate in their PHPs relevant information confirming completion of High School.

Work Experience

At least ten years of experience in collecting and researching data across various areas of social and economic development or related area is required. Experience working with aging and elderly populations programmes is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, advanced knowledge of Spanish and intermediate knowledge of English is required.

NOTE: "Advanced level" equals a rating of "fluent" in all four areas (speak, read, write and understand) and "Intermediate level" equals a rating of "confident" in two of the four areas.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Special Notice

Appointment for positions in the General Service category is done on a local basis.
Applicants shall be recruited in the country or within commuting distance of the office, irrespective of nationality and length of time the candidate may have been in the country.
Applicants will be responsible for any expenses incurred in taking the relevant examinations at the duty station, and of any costs related to traveling and relocating to the duty station in the event of an employment offer.

This equally applies, mutatis mutandis, with respect to a former or current staff member who has held or holds an appointment in another entity applying the United Nations Staff Regulations and Rules and who applies for a temporary position with the Secretariat.
