Duties and Responsibilities

The United Nations Environment (UN Environment) is the United Nations system's designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. UN Environment's Ecosystems Division works with international and national partners, providing technical assistance and advisory services for the implementation of environmental policy, and strengthening the environmental management capacity of developing countries and countries with economies in transition. The consultancy assignment is for the Mediterranean Action Plan (MAP), Athens, Greece.

At the 18th Ordinary Meeting of the Contracting Parties to the Convention for the Protection of the Marine Environment and the Coastal Region of the Mediterranean and its Protocols (COP 18) held in Istanbul, Turkey in 2013, the Contracting Parties committed to update the National Action Plans (NAP) previously submitted and adopted in 2003-2005. The legal basis for the NAPs preparation and adoption is Article 5 of the Protocol for the Protection of the Mediterranean Sea against Pollution from Land-Based Sources and Activities (LBS Protocol) of the Barcelona Convention. The principal objective of the NAP update is to identify and prioritize national programme of measures to achieve Good Environmental Status (GES) with regards to pollution-related ecological objectives under the Ecosystem Approach (EcAp) in the framework of the LBS Protocol and the Regional Plans adopted in line with Article 15 of the LBS Protocol.

The MED POL Focal Points at their meetings held in March and December 2014, in Athens, Greece, reviewed and endorsed the Guidelines (attached to the ToR) for the NAP update [UNEP (DEPI)/MED WG.404/7, Annex IV] (NAP update) and Appendix B [NBB Guidelines] (the Guidelines) collectively, which were prepared by the Secretariat. The Guidelines were developed to assist the Contracting Parties to streamline EcAP goals, GES and its related targets. The Guidelines contain a section describing the required institutional set-up at national level; implementation timetable; involvement of stakeholders; synergies with other policy frameworks; methodological aspects; and core substantive pollution prevention and reduction commitments at regional level; and where appropriate at national level. The technical annexes of the Guidelines provide a methodology for:

a) Estimation/calculation of the National Baseline Budgets (NBB) of pollutants;
b) Assessment of hotspots and sensitive areas;
c) Indicators to assess implementation of the LBS, Dumping and Hazardous Waste Protocols, LBS Regional Plans and NAPs; and
d) Use of cost-effectiveness analyses (CEA) and cost-benefit analysis (CBA) to select NAP programmes of measures

Libya has committed in May 2018 to initiate and complete the NAP update process and whereby it would submit the updated NAP with prioritized programme of measures; thus complying with requirements of the legal and policy framework of the Barcelona Convention in line with Article 5 of LBS Protocol and respective COP decisions.

The main objective of these consultancy is to provide substantive support to Libya to deliver its updated NAP in line with the Guidelines; thus, ensuring compliance with the Contracting Parties’ obligations under Articles 5 and 15 of the LBS Protocol of the Barcelona Convention and related COP 18 Decision.

The consultant shall undertake the following tasks to deliver the outputs requested in 4.2:
1. Prepare and submit a detailed Workplan for the assignment;
2. Support the Lead National Agency to set up institutional structure, in particular, identify potential stakeholders taking into account synergies with relevant policy frameworks and legislations at national level that will take place for updating the NAP;
3. Prepare in close consultation with Lead National Agency the meetings of the NSC, thematic groups and consultative national workshops, as appropriate, i.e.:
a. Draft and dispatch invitation letters;
b. Prepare background and working documents;
c. Draft meeting/ workshop report(s);
d. Facilitate discussions during the meetings and workshops.
4. Prepare NBB update based on the Guidelines, in particular:
a. Determine administrative regions with geo-reference;
b. Prepare a comprehensive inventory of the existing pollution sources (Annex I, LBS) (as reported in previous NBB cycles) and new pollution sources per sector of activity including industrial and municipal wastewater treatment plants, non-regulated landfills as well as stream heads in each administrative region/watershed determined in the coastal zone according to the Guidelines;
c. Classify the inventoried industries into sectors/sub-sectors according to Annex I of the LBS protocol;
d. Quantify the pollutants/emissions loads from inventoried pollution sources by using measured pollutants releases/emissions data, per source, sector and sub-sector. If measured data are not available, calculate/estimate the releases/emissions of each pollutant on the basis of administrative regions by using national legislation pollutants’ limit values on the basis of sub-sectors and emission factors from MEDPOL PRTR Implementing Guide per process and source, sector, sub-sector;
e. Collect the available monitoring data for riverine loads (stream heads) for each pollutant in the administrative regions and calculate/estimate the riverine inputs per pollutant of the administrative regions;
f. Check and compare the collected data with data provided in previous NBB identifying the new/additional pollutants and sources and prepare comparative trend analyses;
g. Populate the H2020/NAP Indicators assessment factsheets with collected data for NBB for industrial emission;
h. Upload the data in NBB excel file (XML) or the file established for PRTR Reporting; and
i. Upload the data as appropriate on the online MED POL NBB Info System.
5. Assess hotspots/ sensitive areas identified in the 2005 NAP based on the new criteria (as set out in the Guidelines);
6. Prepare the NAP midterm baseline benchmark by
a. Describing existing midterm baseline and implemented measures; and
b. Describing future trends in pressure and impacts according to existing measures and current policies.
7. Based on EcAP-GES, Regional Plans and Strategic Action Plan (SAP-MED) requirements, prepare NAP quantifiable objectives and operational targets for endorsement by the NSC.
8. Identify gaps between existing midterm baseline and quantifiable objective/operational targets;
9. Draft a log frame for identified programme of measures specifying which objectives of the Regional Plans/SAP-MED/GES are addressed, together with expected results and potential targets, progress indicators as well as technical feasibility and estimated costs;
10. Depending on availability of support from the relevant thematic group / to the extent possible, undertake economic assessment (CEA/CBA or other tools) of proposed NAP programme of measures with a particular focus on the legally binding measures provided for in the Regional Plans;
11. Identify the list priority measures/ programme of measures based on agreed criteria and complete the log frame as stipulated in the Guidelines;
12. Develop 10 to 15 project fiches for the identified priority measures under the guidance of the NSC and thematic groups;
13. Develop, discuss with all stakeholders and finalize the NAP follow up and indicator-based reporting plan; and
14. Finalize the updated NAP taking into account comments and suggestions received through the consultative processes and, if needed support MED POL FP to obtain national endorsement of the NAP.

Qualifications/special skills

Skills: • Good communication skills and ability to speak in public to foster dialogue and collaboration among individuals and institutions as well as stakeholders is an asset;
• Good knowledge in office software (Word, Excel, Power Point) required;
Academic Qualifications: • University degree in environmental science, environment policy, environment management, natural sciences, environment engineering, chemical engineering, marine environment or related disciplines is required;
Experience: • At least (8) years of progressively responsible work in a field associated with this post:
a) Working experience in marine pollution assessment and pollution control is required;
b) Working experience in environmental policy implementation, including the prevention and control of urban and industrial pollution and appraisal of pollution prevention and reduction measures/ programmes to ensure protection of marine and coastal environment is required; and
c) Working experience in international projects, management and policy document formulation and report writing addressing pollution prevention and control, or on integrated coastal zone management and ecosystem-based management is an asset.
• Knowledge of UN Environment/MAP policies is an asset.
Language: • Fluency in English and Arabic is required
