Cadre organisationnel

The Office of the United Nations High Commissioner for Human Rights (OHCHR) is the Secretariat department responsible for strengthening international human rights mechanisms; enhancing equality and countering discrimination; combating impunity and strengthening accountability and the rule of law; integrating human rights in development and in the economic sphere; widening the democratic space; and early warning and protection of human rights in situations of conflict, violence and insecurity.

This announcement broadcasts (multiple) internship opportunities situated within the Human Rights Council and Treaty Mechanisms Division (HRCTMD). The Division supports the human rights treaty bodies that monitor the implementation of the international human rights treaties and it comprises three Branches. Specifically, these internships will be located the Human Rights Branch (HRTB) which helps facilitate the strengthening, promotion and protection of human rights around the globe and for addressing situations of human rights violations and supports the Human Rights Council (HRC) make recommendations on them. HRTB includes the Capacity Building and Harmonization Section (CHS) which comprises the Civil, Political, Economic, Social and Cultural Rights Section (CPESCRS) and associated human rights treaty bodies and working groups – the Committee against Torture and Other Cruel, Inhuman, or Degrading Treatment or Punishment (CAT), the Human Rights Committee (HR Committee), the Committee on Enforced Disappearances (CED) and the Committee on the Elimination of Racial Discrimination (CERD) and the Committee on Economic, Social and Cultural Rights (CESCR); the Groups in Focus Section (GIFS) and associated human rights treaty bodies and working groups – the Committee on the Elimination of Discrimination against Women (CEDAW), the Committee on the Protection of the Rights of All Migrant Workers and Members of Their Families (CMW), Sub-committee on the Prevention of Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment (SPT), the Committee on the Rights of the Child (CRC) and the Committee on the Rights of Persons with Disabilities (CRPD); and the Petitions and Inquiries Section (PIS), which consists of the Petitions Unit (PU) and the Optional Protocol to the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment (OPCAT) Special Fund.

Under the general guidance of the Chief of Branch, the intern will be under the general supervision of the respective Chief of Section and reports directly to a respective Committee Secretary, Coordinator or Human Rights Officer within area of assignment.

Based in Geneva, Switzerland, internship assignments with OHCHR-Geneva are normally offered for an initial period of three (3) months, with possibility of extension up to a total period of six (6) months, and commencement covering the period starting October 2017 to June 2018.

Responsabilités

The intern shall support OHCHR in fulfilling its mission: to work for the protection of all human rights for all people; to help empower people to realize their rights; and to assist those responsible for upholding such rights in ensuring that they are implemented.

In general, daily HRTB responsibilities will depend on the individual's background and duties may include but are not limited to servicing the meetings of the human rights treaty bodies and their working groups (mentioned above); preparing country and legal analysis and drafts legal background papers for human rights treaty bodies, related both to State reporting procedures and treaty body complaints procedures; conducting research into and drafting reports on the jurisprudence of the treaty bodies concerned; assisting with the handling of individual communications received under the different treaty body complaints procedures; assisting in the preparation of the SPT country visits; taking notes during the sessions/pre-sessions as well as carrying out administrative duties such as the preparation of documentation and reference files in advance and during the session; providing input to outreach and information tasks, including the Branch newsletter; supporting the work of the Universal Human Rights Index; researching information and developing training exercises for use in capacity building activities on reporting by States to the Treaty Bodies; preparing the Weekly HRTB Update; assisting with preparation of reports and background papers for the General Assembly, the Human Rights Council and the annual meeting of Chairs; conducting research on treaty body strengthening/ reform and/or project management, through the pre-screening, monitoring and evaluation of project proposals awarded or to be awarded by the Humanitarian Funds with the aim of providing direct assistance to victims of torture and/or slavery and their family members; servicing the sessions of the Board of Trustees of the Humanitarian Funds, including by carrying out research, collecting and analysing information pertaining to human rights issues, in particular in relation to redress and rehabilitation of victims of torture and forms of slavery; increasing the outreach of the Humanitarian Funds, including through updating webpages and other promotional material on the work and impact of the Funds; support organization of training activities and developing relevant training material; contribute to the daily updating of information in the Universal Human Rights Index and the treaty body documentation database; performing other duties as request by supervisor, as appropriate.



In addition to the specific responsibilities outlined above, general tasks may include assisting with the coordination of activities related to thematic and country mandates on human rights, including from a gender perspective; conducting substantive research and analysis of human rights issues/events and assesses their impact on the human rights situation in assigned region or country; collecting and analyzing human rights data and indicators in country/region of assignment, including gender-specific data and indicators; providing support to sub-commissions, commissions and other bodies, including follow-up on implementation of decisions rendered by policy-making bodies; helping promote human rights issues, including their gender equality dimensions considerations, are integrated into political, humanitarian and economic efforts and programme; assisting in the development and implementation of training programs in the field of human rights, international humanitarian law, democracy and the rule of law, with attention to gender perspectives, including follow-up on different cases and situations verified by the regional offices; and serving as note-taker at working level meetings, drafting a variety of reports, communications, briefings, statements, etc., including to policy-making bodies.

Formation

To qualify for the United Nations Secretariat internship programme, applicants must at the time of application meet one of the following requirements, specifically:

-Be enrolled in a graduate school programme (i.e. Master’s degree or equivalent, or higher);
-Be enrolled in the final academic year of a first-level university degree programme (i.e. Bachelor’s degree or equivalent);
-If having already obtained university degree and, if selected, must commence the internship within a one-year period of graduation from an academic programme.

Applicants who are unable to commence the internship within a one-year period from actual date of graduation will not be accepted. The University degree must be in

Applicants are not required to have professional working experience for participation in the Programme though any academic and/or practical experience in [SECTION/ UNITS MAY PROVIDE SPECIFIC EXPERIENCE - PRACTICAL OR THEORETICAL – AND SKILLS-SET THAT MAY BE ADVANTAGEOUS FOR THE INTERN].

Applicants should be computer literate in standard software applications; have a demonstrated keen interest in the work of the United Nations, a personal commitment to the ideals of the Charter and; have a demonstrated ability to successfully interact with individuals of different cultural backgrounds and beliefs, which includes willingness to understand and be tolerant of differing opinions and views.

Connaissances linguistiques

English and French are the working languages of the United Nations Secretariat. For this internship fluency in English or French is required and knowledge of the other is an asset. Knowledge of another United Nations official language - Arabic, Chinese, Russian or Spanish - would be an advantage.

In line with the United Nations Internship programme, the Office of the High Commissioner for Human Rights internship provides a framework by which students from diverse academic backgrounds gain exposure to the work of the United Nations through assignment to Secretariat entities. The Programme endeavors to attract qualified students, offering them an opportunity to enrichen their educational experience through exposure to the work of the Organization.
