Org. Setting and Reporting

This position is located in the Organizational Planning Unit, Results-based Management Section, Accountability Systems Service, in the Business Transformation and Accountability Division (BTA) of the Department of Management Strategy, Policy and Compliance (DMSPC). The Management and Programme Analyst reports to the Senior Management and Programme Analyst, P-5. The focus of this job is to support the implementation of results-based management, in particular macro-level organizational planning across the global Secretariat.

Responsibilities

Within delegated authority, the Management and Programme Analyst will be responsible for the following duties:

• Supports macro-level organizational planning to inform department/office/mission strategic plans and budget requests and assists in the preparation of the plan outline covering the longer-term objective of the Organization.
• Helps to ensure an integrated, holistic and strategic approach to the work of the Organization.
• Participates in the development, maintenance and updating of standards, policies and procedures for results-based management.
• Develops and coordinates guidelines and training materials to ensure a cohesive approach to results-based management concepts throughout the Organization.
• Performs consulting assignments, in collaboration with the client, by planning facilitating workshops or through other interactive sessions.
• Researches, analyzes and presents information gathered from diverse sources.
• Organizes and prepares various written outputs, e.g., draft background papers, analysis, sections of reports and studies, inputs to publications, etc.
• Provides substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
• Initiates and coordinates outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities.
• Leads and/or participates in missions, including provision of guidance to external consultants, and other parties and drafting mission summaries, etc., as applicable.
• Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.).
• Performs other duties as required.

Education

An advanced university degree (Master’s or equivalent degree) in business or public administration, management, or related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of seven years of progressively responsible experience in results-based management, strategic planning, project or programme management, administration or related area is required. Experience with results-based management methodology is required. Experience with budget-preparation exercises and with long term and medium-term planning instruments is desirable. Experience in translating objectives into key performance indicators is desirable. Experience in the United Nations system or comparable international organizations is desirable. Experience in the areas of development, peace and security, humanitarian affairs, or human rights is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of French is desirable. Knowledge of another UN official language is desirable.

Assessment

Evaluation of qualified candidates may include an assessment exercise and a competency-based interview.
