Org. Setting and Reporting

This position is located in the Europe, Middle East and Central Asia Section, Assessment & Technical Assistance Office, CTED. The incumbent reports directly to the Chief.

Responsibilities

For this position, the Legal Officer would:

•Serve as a lead legal officer in analysing the status of implementation by Member States of UN Security Council resolutions 1373 (2001), 1624 (2005), 2178 (2014), 2242 (2015), 2309 (2016), 2322 (2016), 2331 (2016), 2341 (2017), 2354 (2017), 2370 (2017) and 2396 (2017) concerning the global fight against terrorism ,independently handle a wide range of multi-discipline and complex legal and political matters involving issues of counter-terrorism legislation, criminal justice system, combating the financing of terrorism, law enforcement, border control, aviation and maritime security, countering violent extremism conducive to terrorism and gender perspective in countering terrorism;
•Identify the legal and practical/operational implementation issues where UN Member States require technical assistance and ensure that technical assistance providers/donors provide follow-up assistance;
•Prepare analysis of country/regional specific evolving terrorism trends and challenges and recommend corresponding actions to the Counter-Terrorism Committee (CTC) to address those issues;
•Prepare talking points and speeches for CTED senior management and other UN officials on counter-terrorism issues;
•Prepare and participate in CTC visits to Member States to report on their compliance with relevant resolutions and follow up on the recommendations approved by the CTC. Clarify and disseminate international standards, norms and good practices to be applied by Member States. Liaise with Member States, international and regional organizations on any technical and other assistance programmes available that could facilitate implementation of relevant resolutions;
•Assist in designing initiatives and activities to bring together senior practitioners on implementing various aspects of relevant Security Council resolutions;
•Prepare national, regional and thematic presentations to the CTC and/or for the general membership. Represent CTED, as requested, at international or regional conferences or meetings to which the Executive Director has been invited and represent CTED in coordinating meetings with UN entities dealing with counter-terrorism;
•Provide legal and political advice on diverse substantive and procedural questions of considerable complexity, particularly as it relates to counter-terrorism, including criminal investigation, prosecution and adjudication of counter-terrorism cases, provide draft recommendations for the Committee's consideration that focus on more effective and detailed implementation of relevant Security Council resolutions and international legal instruments on counter-terrorism, etc;
•Perform extensive legal and political research and analysis and prepares legal and political opinions, advices, studies, briefs, reports and correspondence;
•Attend to any professional additional tasks provided by the Section Chief in advancement the Committee and CTED work programmes;
•Service the Counter-Terrorism Committee, its special meetings, task forces, expert groups and other bodies as tasked, including preparation of background materials, summaries of issues and views of delegations, meeting reports, etc;
•Review, advise on and drafts complex agreements, institutional and operational modalities and other legal documents; develops new legal modalities to meet unique needs/circumstances;
•Serve on various ad hoc working groups and task forces, as required; coordinate and participate in Counter-Terrorism Committee visits to Member States to assess and report on their compliance with relevant resolutions on counter-terrorism, promotes the work of the United Nations and represents the organization at meetings, conferences, seminars, etc;
•Coordinate and direct teams of other legal officers dealing with different aspects of CTED mandate as required, and/or mentors and supervises the work of junior officers on specific projects;
•Perform other duties as assigned.

Competencies

•Professionalism: Knowledge of international counter-terrorism instruments, including criminal and counter-terrorism law. Ability to apply expertise to analyzing a diverse range of complex and unusual legal and political issues and problems and in developing innovative and creative solutions in dealing with complex counter-terrorism problems. Strong analytical skills and ability to conduct comprehensive legal and political research on a range of issues, including those of a unique and/or complex nature; proficiency in writing and expression and ability to prepare briefs, opinions, and a variety of documents. Discretion and sound judgment. Strong negotiating skills and ability to influence others to reach agreement. Ability to work to tight deadlines and handle multiple concurrent projects/cases. Knowledge of contemporary international relations and of UN system, organization and interrelationships. •Planning& Organizing: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.

Education

Advanced university degree (Master’s degree or equivalent) in law, security, political science or other related field. A first-level degree (Bachelors’ or equivalent) in the specified fields with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of seven years of progressively responsible experience in law, international law, national security, law enforcement, criminal justice, conflict resolution, research and analysis or related area is required. Experience related to counter-terrorism is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another official UN language is desirable.

Assessment

Evaluation of qualified applicants may include an assessment exercise and a competency-based interview.
