Org. Setting and Reporting

The post is located in the Conference Support Section (CSS) of the Corruption and Economic Crime Branch (CEB), Division for Treaty Affairs (DTA) of the United Nations Office on Drugs and Crime (UNODC), in Vienna. The incumbent will work under the direct supervision of the Chief of the Section and under the overall guidance of the Chief of the Branch.

Within assigned authority, the incumbent will be responsible for the following specific duties:
•Provide advisory services and specialized assistance to countries for carrying-out an analysis of domestic legislative and institutional frameworks for implementing the United Nations Convention against Corruption (UNCAC). Provide specialized substantive, legal and technical expertise for individual country reports, and anti-corruption action plans.
•Provide substantive legislative and organizational inputs for the implementation of the overall programme of work of the Conference Support Section, with a view to promoting the ratification and implementation of UNCAC. Monitor and review best practices, methodologies and programmes in areas related to the implementation of UNCAC.
•Assist in the organization and/or delivery of a variety of specialized technical services for Member States, e.g. expert group meetings, training seminars, action plan, etc., in order to assist in the ratification and/or implementation of the Convention against Corruption.
•Assist in the development and implementation of strategies including by identifying areas of potential intervention, inter-agency cooperation, resource mobilization and collaboration with other multilateral institutions.
•Participate and assist in the substantive and administrative servicing of the meetings of the Implementation Review Group and the Conference of the States Parties.
•Provide substantive inputs and/or prepare relevant substantive and programmatic reports to the Conference of the States Parties and its subsidiary bodies.
•Foster necessary collaboration among States parties, including with national authorities relevant for the implementation of the Convention, as well as with intergovernmental and non-governmental organizations.
•Provide legal and substantive inputs on matters related to the ratification and implementation of the Convention to the overall work of the Division and UNODC; Develop/draft specialized materials, legal documents and technical publications to facilitate the ratification and implementation of the Convention.
•Perform other work related duties as required.


•Professionalism: Has knowledge and understanding of theories, concepts and approaches relevant to the area of economic crime and corruption as well as knowledge of international cooperation in criminal matters. Has knowledge of the work of the United Nations in crime prevention and criminal justice, in particular substantive knowledge of the United Nations Convention against Corruption. Has sound skills in substantive servicing of intergovernmental bodies and in preparing policy and programmatic reports. Is able to analyze expeditiously extensive substantive legal documentation and prepare comprehensive reports, summaries and policy briefs. Is able to identify issues, analyze and participate in the resolution of issues/problems and is able to apply judgment in the context of assignments given, plan own work and manage conflicting priorities. Is able to engage effectively with Member States and other external partners and to generate support for UNODC activities. Has expertise in legislative drafting and in providing legal advisory services, as well as in programme planning and implementation. Has knowledge of various research methodologies and sources, including electronic sources on the internet, intranet and other databases. Has excellent drafting and communication skills. Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. An advanced university degree (Master’s degree or equivalent) in law is required. Specialization in international law and/or criminal law is highly desirable. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of five years of progressively responsible professional experience, in areas of crime prevention and criminal justice, in particular anti-corruption and international cooperation is required. Several years of experience working in these areas at the international level is also required. Experience supporting national authorities, parliaments, the judiciary or other relevant institutions, including national anti-corruption authorities on the overall formulation and implementation of anti-corruption laws, strategies and policies is highly desirable. Experience in drafting of analytical papers, reports, speeches and briefing notes related to anti-corruption issues is desirable. Experience with the work of treaty bodies is desirable. Experience in intergovernmental processes and in particular, with servicing intergovernmental bodies, including within the United Nations system is desirable.


English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English and French is required. Fluency in another official United Nations language is highly desirable.


Evaluation of qualified candidates may include an assessment exercise and a competency-based interview.

Special Notice

Appointment or assignment against this position is for an initial period of one year. Extension of the appointment is subject to extension of the mandate and/or the availability of the funds.
