Result of Service

1. Work plan with description of necessary actions.
2. Comprehensive data set for AAI indicators, domain scores and the overall index for the regions of Romania (and for Romania at the national level, in case of deviations from the original methodology). The data set should be accompanied by metadata, description of methodology of calculation, including formulae where necessary, especially in case of deviations from the original methodology.
3. Draft report as per the description above.
4. Final report accommodating comments and revisions made by UNECE.

The consultancy is for 2 work months in the period from 4 February to 20 May 2019

Duties and Responsibilities

The consultant’s work will contribute to the implementation of the project “Extending the policy relevance of the Active Ageing Index: Cooperation with UNECE” (AAI-III) by carrying out calculations of the AAI indicators, domain scores and the overall value for the regions of Romania (NUTS2 level) for at least four points in time separated by at least two years, e.g. 2010, 2012, 2014, 2016 (subject to data availability).
The calculations should be implemented following as closely as possible the original methodology applied for calculating AAI for the European Union countries. Any deviations from the original methodology should be justified and explained. In case of deviations, the AAI, its domain scores and indicators will need to be calculated for Romania (national level) as well for the same data points in order to ensure comparability with the subnational results.
The obtained results will be analysed by the consultant taking into account the socio-economic specificities of the regions, as well as the policy context (relevant policies and measures implemented prior and after the first data point). The consultant will prepare a report on the AAI results for the regions of Romania, their development throughout time and the implemented analysis of the results. The report should be illustrated with graphs, maps and tables.
The consultant will work independently and will consult with the Population Unit staff as needed.

Qualifications/special skills

Skills: Demonstrated analytical skills
Experience: Experience in statistics, preferably in the area of demography and/or population ageing, including work with composite indicators — at least 3 years
Experience in policy analysis (social, labour market etc.), preferably in analysis of social policy impacts in the area of population ageing — at least 3 years
Language: Fluency in written and spoken English
