Org. Setting and Reporting

This position is located in the Business Analysis Section (BAS), Office of the Under Secretary-General (OUSG), Department for General Assembly and Conference Management (DGACM), New York.

The Department provides technical and substantive support for conference services, which also includes meeting servicing and documentation for the General Assembly and other bodies. The Office of the Under Secretary-General oversees the Department for General Assembly and Conference Management's offices in New York, Geneva, Vienna and Nairobi.

The Project Support Officer reports directly to the Chief of the Business Analysis Section.


Within limits of delegated authority, the Project Support Officer is responsible for the following duties:

•Performs PMO (Project Management Office) functions for all global and major local IT projects in the department
•Supports the secretary to the IT Advisory Board of the department
•Provides Project Support services to global and major local IT projects and their Project Boards
•Establishes a central repository (preferably in MS SharePoint) for key project information and documents and ensures that content is kept up-to-date
•Introduces innovation and best practices in project management operations to support stakeholders and enhance project delivery
•Develops and maintains tailored templates for key project documents as per Prince2 standards, including business case, project brief, project initiation document, lessons learnt report, risk log, etc.
•Develops training materials for Project Managers, Team Leads and Executives on project management standards and procedures and delivers internal training sessions as needed
•Provides advisory services on Prince2 project management methodology and DGACM specific procedures to project managers and all project stakeholders
•Facilitates communications between all stakeholders (business and technical) of projects
•Researches, analyzes and evaluates new methodologies for IT project management and makes recommendations for their inclusion in existing standards and practices.
•Participates in writing reports and papers on IT project management related topics, IT roadmaps, IT strategy, etc.
•In collaboration with the Executive Office, facilitates review of project budgets, resources and cost recovery, and assists project managers in ensuring budget lines remain within tolerance limits
•Together with the chief of section, develops and proposes project management standards and policies for IT projects in DGACM for approval by the Under-Secretary-General
•Provides guidance to, and may supervise, new/junior staff and consultants


• Professionalism: Expert knowledge of project management for enterprise size global IT projects., Significant exposure to and demonstrated proficiency in all aspects of project management and IT governance. Knowledge of information technology/information management. Strong analytical skills, diligence, methodical and structured approach to the management of information. Very good writing and editorial skills regarding project documentation. Excellent knowledge of MS Office (O365) tools. Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. Takes responsibility for incorporating gender perspectives and ensuring the equal participation of women and men in all areas of work.

• Planning& Organizing: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.

• Client Orientation: Considers all those to whom services are provided to be “clients” and seeks to see things from clients’ point of view; establishes and maintains productive partnerships with clients by gaining their trust and respect; identifies clients’ needs and matches them to appropriate solutions; monitors ongoing developments inside and outside the clients’ environment to keep informed and anticipate problems; keeps clients informed of progress or setbacks in projects; meets timeline for delivery of products or services to client.


Advanced university degree (Master’s degree or equivalent) in computer science, information systems, information management, mathematics, or related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree. Prince2 Foundation Certification is required. Prince2 Practitioner Certification is desirable. Prince2 Agile certification is desirable. Other certifications in the area of project management and IT governance such as COBIT5 or PMP would be additional assets.

Work Experience

A minimum of five years of experience in planning, management, support and implementation of IT projects is required. Experience in project management for enterprise size global IT projects is desirable. Experience in the public sector or in the domain of conference services is desirable. Experience with Microsoft SharePoint or Microsoft Teams is desirable.


Fluency in English (both oral and written) is required; Knowledge of another UN official language is an advantage.


Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Special Notice

This temporary position is available as soon as possible for a duration of 6 months. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.

While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post.

Subject to the funding source of the position, the eligibility for this temporary job opening may be limited to candidates based at the duty station.
