Org. Setting and Reporting

This position is located within the United Nations Investigative Team to promote accountability for crimes committed by Da'esh / ISIL (UNITAD) and will be based in Baghdad, Iraq. The Investigator reports to the Legal Officer.

UNITAD was established by the Secretary-General pursuant to Security Council resolution 2379 (2017), according to which it is mandated to support domestic efforts to hold ISIL (Da'esh) accountable by collecting, preserving and storing evidence in Iraq of acts that may amount to war crimes, crimes against humanity and genocide committed by the terrorist group ISIL (Da'esh) in Iraq.

Responsibilities

Within delegated authority, the Investigator may be responsible for the following duties:

Undertakes investigative activities, either individually or jointly with other investigators, with respect to acts committed by ISIL (Da'esh) in Iraq that may amount to war crimes, crimes against humanity, and possible genocide, including cases involving sexual and gender-based violence, undertaking field missions when required;

Obtains and assesses statements from survivors and victims of acts committed by ISIL (Da'esh), establishes the actualities of the relevant alleged offences, and prepares comprehensive written investigation reports in a timely manner;

Reviews and analyses documents and other information collected through the investigative activities of UNITAD;

Interprets and applies standard operating procedures, administrative instructions, policies, rules and regulations that go into circulation from time to time as guidance for staff members;

Identifies, collects, records and preserves physical evidence in collaboration with the Archives and Records Management Unit;

Participates in arranging and coordinating witness protection measures, in close consultation with the Victim and Witness Protection Unit;

Visits the scene of incidents and examines information that would assist in the investigation process; in the performance of the above-mentioned duties liaises, as required, with relevant national authorities.

Education

Advanced university degree (Master’s degree or equivalent) in criminology, criminal justice, law, history, political/social science or a related field is required. Certification or training in investigation is desirable.A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of five (5) years with advanced university degree (seven years with a first-level university degree) of progressively responsible experience in law enforcement or criminal investigations in cases involving serious breaches of international humanitarian law, such as genocide, crimes against humanity, war crimes, rape and sexual and gender-based violence or related legal area is required. Experience with an international or multilateral public institution is desirable. Law enforcement or criminal investigations work experience in the Middle East and North Africa region is desirable. Experience in working in investigations or intelligence analysis in relation to ISIL (Da'esh) is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Fluency in Arabic is desirable.

Assessment

Evaluation of qualified candidates may include an assessment exercise which will be followed by competency-based interview.
