Org. Setting and Reporting

This position is located in the Regional Service Management Service (RSMS), Operations Support Division (OSD), Office of Information and Communications Technology (OICT). The Chief, Regional Service Management Service reports to the Director, Operations Support Division.


Within delegated authority and under the direct supervision of the Director, Operations
Support Division (OSD), the incumbent will be responsible for the following duties:
• Formulates and implements the substantive work programme of the Regional Service
Management Service, Operations Support Division.
• Oversees the management of activities undertaken by the Regional Service Management
Service and ensures that programmed activities are carried out in a timely fashion and coordinates
work in the different areas both within the Division and Department, and with other
organizations of the United Nations System, as appropriate.
• Directs ICT activities in United Nations Headquarters (UNHQ), field missions and Offices
Away from Headquarters (OAHs) to ensure consistency with the overall ICT strategy of the
Organization by Coordination of ICT related implementation activities including those
relating to Global and Regional Service Centers.
• Supports, commands and controls ICT operations, including coordination for military and
police elements in field operations.
• Provides secure and innovative ICT services and solutions to UNHQ, peacekeeping
operations and special political missions, and OAHs worldwide.
• Supports the concept of regional cooperation for the delivery of ICT services to improve
services and achieve efficiencies.
• Leads, supervises and carries out the work programme of the Regional Service Management
• Co-ordinates the work carried out by different work units under the Regional Service
Management Service and by other agencies and bodies of the United Nations system;
provides programmatic/substantive reviews of the drafts prepared by others.
• Co-ordinates and oversees the preparation of reports for presentation to intergovernmental
bodies such as the Advisory Committee on Administrative and Budget Questions, Committee
for Programme Coordination, Economic and Social Council, the General Assembly and other
policy-making organs, as appropriate.
• Reports to intergovernmental bodies on budget/programme performance or on
programmatic/substantive issues, as appropriate, particularly those presented in biannual
and/or annual reports.
• Ensures that the outputs produced by the Service maintain high-quality standards; that
reports are clear, objective and based on comprehensive data. Ensures that all outputs
produced by the Sections under his/her supervision meet required standards before completion
to ensure they comply with the relevant mandates.
• Assists the Director in preparing the work programme of the Division, determining
priorities, and allocating resources for the completion of outputs and their timely delivery.
• Identifies and coordinates opportunities for cooperation and partnerships on system-wide
ICT efforts with agencies, funds and programmes and other international partners.
• Undertakes or oversees the programmatic/administrative tasks necessary for the functioning
of the Service, including preparation of budgets, reporting on budget/programme
performance, administration of procurement activities from an ICT perspective, evaluation of
staff performance (PAS), interviews of candidates for job openings, evaluation of candidates
and preparation of inputs for results-based budgeting.
• Recruits staff, taking due account of geographical balance.
• Manages, guides, develops and trains staff under his/her supervision.
• Fosters teamwork and communication among staff in the Service and across organizational

Advanced university degree (Master's degree or equivalent degree) in computer science, information systems, mathematics, statistics or related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

•A minimum of fifteen years of progressively responsible professional experience in the planning, design, development, implementation and maintenance of information and telecommunications Systems is required.
•Experience managing, delivering and integrating large-scale information and telecommunications Systems is required.
•Five years' experience at the managerial level is desirable.
•Experience in budget, staffing and performance management and reporting is desirable.
•Experience in information and telecommunications Systems at the international level with the United Nations organization, or other comparable international organization is desirable.


English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of French is desirable. Knowledge of another UN official Language is an advantage.


Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
