Result of Service

i. Moderation of a series of stakeholder meetings and training workshops on Environment and Security;
ii. Presentation of the Climate Change and Security concept at the Munich Security Conference;
iii. Project concept(s) and full project proposal(s) for GCF funding in UN Environment format;
iv. Short report of the activities completed during the assignment, summarising the results of the participatory process.

Expected duration

The consultant will be hired from 1 March to 31 August 2019, for a working period of 120 days.

Duties and Responsibilities

Based on an extensive working knowledge of technical issues concerned and thorough understanding of the political processes guiding international relations, the Consultant will:

1. Serve as a Senior Adviser to UN Environment on matters of policy development for the environment and security narrative.

2. Provide technical backstopping and research analysis that would enrich the concept papers and project proposals prepared by UN Environment in the fields of pollution and biodiversity conservation, environment and security, transboundary cooperation over shared resources.

3. Provide written reports on a specific issue related to the scope of work or a project related matter as may be requested by the UN Environment Europe Office.

4. Review secondary literature on issues related to the scope of work and provide analytical support to the UN Environment Europe Office.

5. Liaise with government authorities in the countries involved in the relevant activities of UN Environment in the pan European region and explore/develop potential collaborations for the Project purposes.

6. Provide recommendations and assistance in matters related to GCF project formulation.

Qualifications/special skills

Experience: The senior international consultant should have a minimum of 15 years of relevant work experience in the field of environmental science, environmental management, biodiversity, land degradation or climate change. H/she should have prior experience with formulation of large-scale project proposals, policy analysis and stakeholder engagement. Knowledge of the regional context and demonstrated experience of work in the regions covered by the assignment would be an advantage.
Language: Fluency in English and good drafting skills, good analytical and organisational skills are required.

Additional Information

Services of a senior consultant are required to backstop the Europe Office, through specific projects that are implemented in the pan European region, with policy advice and technical expertise on the issues of pollution and biodiversity conservation, environment and security, and transboundary cooperation over shared resources.
