Org. Setting and Reporting

The United Nations Environment Programme is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. At the 1992 Earth Summit in Rio de Janeiro, world leaders agreed on a comprehensive strategy for 'sustainable development'. The Convention on Biological Diversity was opened for signature in Rio in 1992. The Convention has three main objectives: the conservation of biological diversity, the sustainable use of its components, and the fair and equitable sharing of the benefits arising from the use of genetic resources. The Secretariat of the Convention on Biological Diversity (SCBD) is located in Montreal and is administered by United Nations Environment Programme. This post is located in the Convention on Biological Diversity, Office of the Executive Secretary (OES). Under the overall guidance of the Executive Secretary and the direct supervision of the Deputy Executive Secretary, the incumbent will perform the following duties:

Responsibilities

A. Lead, manage and supervise the implementation of the work programmes on access and benefit-sharing (ABS) including the Nagoya Protocol.
B. Plan, organize and service meetings of the Conference of the Parties serving as the meeting of the Parties to the Nagoya Protocol and supervise preparations for the Conference of the Parties and intersessional meetings on issues related to ABS including the Nagoya Protocol.
C. Lead on the development and implementation of awareness-raising and capacity-building work plan for the ratification and implementation of the Nagoya Protocol.
D. Oversee the further development, maintenance and operationalization of the ABS Clearing House established by the Nagoya Protocol, as the central repository of information on access and benefit-sharing, to facilitate the exchange of information amongst Parties and relevant stakeholders in accordance with the Nagoya Protocol and ensure that it responds to the needs of providers and users of genetic resources.

E. Liaise, collaborate and maintain positive working relations with Governments, and to maintain and further build strategic partnerships with relevant intergovernmental organizations, such as UNEP, UNDP, FAO, WIPO, WHO and other relevant institutions in the implementation of the work programmes on ABS including the Nagoya Protocol.
F. Undertake other activities as assigned by the Executive Secretary.

Managing Performance: Delegates the appropriate responsibility, accountability and decision-making authority; makes sure that roles, responsibilities and reporting lines are clear to each staff member; accurately judges the amount of time and resources needed to accomplish a task and matches task to skills; monitors progress against milestones and deadlines; regularly discusses performance and provides feedback and coaching to staff; encourages risk-taking and supports creativity and initiative; actively supports the development and career aspirations of staff; appraises performance fairly.

Planning and Organizing: Develops clear goals that are consistent with agreed strategies. Identifies priority activities and assignments; adjusts priorities as required. Allocates appropriate amount of time and resources for completing work. Foresees risks and allows for contingencies when planning. Monitors and adjusts plans and actions as necessary.

Teamwork: Works collaboratively with colleagues to achieve organizational goals. Solicits inputs by genuinely valuing others’ ideas and expertise; is willing to learn from others. Places team agenda before personal agenda; Supports and acts in accordance with final group decisions, even when such decisions many not entirely reflect own position. Shares credit for team accomplishments and accepts joint responsibility for team shortcomings.

Education

Advanced university degree (Master’s degree or equivalent) in natural/environmental sciences, social or political sciences, law, business/public administration, environmental management or a related area is required. A first level university degree combined with an additional two years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of ten years of progressively responsible experience in the field of sustainable development or environment related programmes, public administration and environmental conventions is required. Experience within an international organization is an advantage.

Languages

English and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written English is required. Working knowledge of other UN languages is an advantage.

Assessment

Evaluation of qualified candidates may include a substantive assessment which will be followed by a competency-based interview.
