Org. Setting and Reporting

The United Nations Environment Programme (UN Environment) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. This post is located in the Latin America and the Caribbean Office at the Panama Duty Station.

The overall objective of the project is to support governments, private sector and other stakeholders in the implementation of policies and practices that lead to improvement in product´s design and sustainability, consumer information and also increase consumer awareness to support sustainable lifestyles in Latin America and the Caribbean (LAC). This will be achieved through the use of a range of tools, capacity development and implementation of concrete initiatives. This all, responding to the regional and national strategies on Sustainable Consumption and Production (SCP), and supporting the implementation of the 2030 Agenda for Sustainable Development, in particular, to the Sustainable Development Goal 12 (SDG).

In order to achieve the overall objective of the project and guarantee an effective implementation of sustainable consumption patterns, it is necessary to (i) promote the supply and demand for sustainable products for the LAC region and to ensure companies make reliable and clear claims to consumers on product-related sustainability information; (ii) increase the availability of certified products in the market, helping consumers to make informed decisions; and (iii) raise awareness among society on sustainable lifestyles generating agents of change towards more sustainable consumption practices.
Under the direct supervision of the Regional Coordinator of Resource Efficiency of UN Environment Latin America and the Caribbean Office, the incumbent will be responsible to coordinate and support the implementation of regional project “Driving sustainable consumption in Latin America with better product information and design”, this includes the following duties:

Responsibilities

1.Coordinate the implementation of the regional project, ensuring multi-stakeholder cooperation, and the delivery of results at the regional and national level, in accordance with the project document and work plan, monitor work progress and ensure timely delivery of outputs.
•Facilitate relations with national authorities (specially trough National Sustainable Consumption and Production (SCP) focal points), private sector, NGOs, experts, regional organizations and other partners within the UN system to ensure the implementation of the project activities.
•Develop strategic partnerships, at the regional and national level, identifying synergies and building cooperation to ensure a stronger impact.
•Supervise work of national implementing partners including national technical institutions and in-country consultants
•Ensure strong linkages with ongoing work at UNEP and under the 10-Year Framework of Programmes on sustainable consumption and production (10YFP/One Planet network), more specifically with the Consumer Information Programme. Reach out to key initiatives to ensure collaboration on life cycle data, eco-labelling, and SCP related activities
•Identify potential problems and issues, and address them on time with proposals for corrective actions; liaises with relevant parties; identifies and tracks follow-up actions

2.Provide technical expertise to partners on SCP and support cooperation with public and private sector and academia, to develop and/enhance consumer information tools, including eco-labelling, and to re-orient consumer behavior. This includes:
•Provide substantive technical support on SCP, in particular for the development of national and regional ecolabelling schemes, and other consumer information tools.
•Organize consultative meetings, conferences, workshops, including the preparation of the agenda topics, identifying participants, preparation of documents and presentations, etc.
•Participate in or lead field missions, including provision of technical assistance to external consultants, government officials and other parties, capacity development, monitoring purposes and drafting mission summaries for the project as well as other initiatives related to resource efficiency and SCP
•Review relevant documents and reports and provide feedback.
•Prepare various written outputs, such as background papers, terms of reference, analysis, sections of reports and studies, inputs to publications, etc.

3.Contribute and coordinate the design of capacity development tailored for private sector, workshops and outreach activities at both regional and national level;
•Identify partners, technical experts and other relevant stakeholders that support the delivery of workshops as well as support the identification of participants
•Conduct training workshops for private sector – business associations, chambers of commerce, industry clusters- to increase knowledge on the benefits of SCP approaches, to support the increase of supply and demand for sustainable products for the LAC region.
•Provide technical assistance to private sector to ensure companies make reliable and clear claims to consumers on product-related sustainability information, and to increase the availability of certified products in the market.
•Organize periodical webinars for governments, private sector and other stakeholders on SCP, eco-innovation, life cycle thinking, consumer information and ecolabelling and circular economy by liaising with respective UN Environment programmes and initiatives; makes presentations on assigned topics/activities

4.Provide substantive technical support for the implementation of Resource Efficiency Regional portfolio in the related areas especially on sustainable consumption and production, consumer information and eco-labelling, life cycle thinking, eco-innovation. This includes:
•Assist in policy development, including the review and analysis of issues and trends on SCP, preparation of evaluations or other research activities and studies to the related areas of work
•Research, analyze and present information gathered from diverse sources
•Identify synergies with other related UN Environment initiatives and build strategic partnerships with relevant stakeholders for the implementation of resource efficiency programme of work
•Contribute to the mobilization of resources, and development of project proposals, engaging with donors and relevant partners


5.Perform administrative activities, reporting, monitoring and budget. This includes:
•Carry out the UN procedures and legal instruments for implementing partners, consultants and procurement
•Supervise performance and delivery of consultants and staff.
•Conduct and contribute to the overall project monitoring, reporting and evaluation, including preparing of progress reports, both narrative and financial.
•Coordinate activities related to budget and funding (project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.).
•Development and monitoring of national and regional work plans.
•Prepare briefings, newsletters, PPT, and other communication tools/reports, to disseminate the work with substantive technical input among the relevant national and regional stakeholders and in regional meetings e.g. Regional Forum of Ministers of the Environment, regional meetings of the 10YFP
•Perform other duties as required

Competencies

PROFESSIONALISM: Solid knowledge of Sustainable Consumption and Production (SCP) issues in the region and internationaly, application of SCP in policy and business sector, and overall good understanding and knowledge of the region; good knowledge in Life Cycle Thinking, Life Cycle Assessment, Eco-innovation, Ecolabelling schemes and Consumer Information; expertise in programme/project implementation at regional and national levels. Ability to identify issues, analyze and participate in the resolution of issues/problems. Ability to apply judgment in the context of assignments given, plan own work and manage conflicting priorities. Education

Advanced university degree (Master’s degree or equivalent) is required with preference in environmental engineering, environmental management, business administration, or a related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of five (5) years of progressively responsible experience in project and programme management in the international field on environmental/sustainability matters is required. Experience in the application of Sustainable Consumption and Production approaches in policy and business sector, adoption of eco-labelling or life cycle thinking in Latin America and the Caribbean is required. Experience at international level and in the UN system is desirable; practical experience in dealing with public and private institutions is an advantage

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English and Spanish is required. Knowledge of Portuguese would be an advantage.
