Cadre organisationnel

The United Nations Human Settlements Programme, UN-Habitat, is the agency for human settlements. It is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all. This post is located at the Amman-Jordan as the duty station, but the incumbent will be working for Yemen Programme and will be report to Head of Yemen Country Office, UN-Habitat Yemen Programme. The incumbent will be required to travel frequently to Yemen.

Yemen has become the largest humanitarian crisis globally, the largest food security crisis, and the most widespread, with an estimated 22.2 million people in needs to humanitarian or protection assistance . Half of the Yemeni population live in areas directly affected by conflict. The crisis resulted in almost total collapse of basic services and institutions, as well as immense pressure on essential basic services resulting in the collapse of institutions. Access to essential social services is extremely limited: only 50% of health facilities are functioning, and even these face severe shortages in medicines, equipment, and staff; 16 million people lack adequate access to clean water, sanitation and hygiene; resulting in unprecedented 2017 cholera outbreak; and 4.5 million children without access to education. More than 50% of the population requires support to meet their basic water, sanitation and hygiene needs.

Responsabilités

The Human Settlements Officer will be responsible for the following duties:

•Providing technical and management support in urban planning and design, human settlements analysis, needs assessments and other activities, participating in advisory missions to carry out high level consultations and other activities aimed at development of human settlements policies, strategies and programmes.
•Ensuring an effective and efficient execution of a project titled “Rapid City and Neighbourhood Profiling Towards a Development Oriented Urban Recovery Process in Yemen, including Al-Hudaydah City.”, by providing appropriate technical support to projects through field visits, training and evaluation, coordination and monitoring activities related to environmentally sound urban infrastructure and services.
•Assisting in the strengthening of inter-divisional collaboration to achieve better linkages between normative and operational support to better coordinate and support the implementation of the organization’s work programme.
•Participates in the development, implementation and evaluation of assigned programmes/projects, etc.; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions.
•Performs consulting assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change.
•Researches, analyzes and presents information gathered from diverse sources.
•Assists in policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies.
•Generates survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identify problems/issues and prepares conclusions.
•Organizes and prepares written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, presentations, etc.
•Provides substantive backstopping to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
•Initiates and coordinates outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities.
•Participates in or leads field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.
•Coordinates activities related to fund raising and resource mobilization (programme/project preparation and submissions to donors), monitor the progress of works under different projects and prepare regular and ad-hoc reports, financial statements, etc.) and prepares related documents/reports.

Work implies frequent interaction with the following: Counterparts, donors, officers and technical staff in the relevant Secretariat Units and UN funds, programmes and other UN specialized agencies, representatives and officials in national and local governments, non-governmental organizations and consultants.

Results Expected: Programme/projects developed, monitored and evaluated. Well-reasoned written contributions, e.g., background papers, analysis, sections of reports, studies, and inputs to publications. Effective working relationships developed and maintained. Adherence to policies and efficient use of resources.

Formation

Advanced university degree (Master’s degree or equivalent) in architecture, civil engineering, urban and regional planning, project management, sociology, economics or physical sciences relevant to development and management of human settlements. A first level university degree in addition to two more years of relevant experience may be accepted in lieu of the advanced university degree.

Expérience professionnelle

A minimum of five years of progressive experience in areas related to urban and regional planning, human settlements, project or programme management, with at least two years of similar experience at the international level. Proven experience in human settlements development fields, projects/programme design and implementation with the UN or other international agencies is desirable. Experience in post-conflict areas is an added advantage.
Knowledge of basic computer programmes such as Word, Excel, email and internet search functions.

Connaissances linguistiques

Fluency in English and/or French, (both oral and written) is required; knowledge of another UN official language would be an advantage.

Notice spéciale

A current staff member who holds a fixed-term, permanent or continuing appointment may apply for temporary positions no more than one level above his or her current grade. However, a current staff member who holds an appointment at the G-6 or G-7 level may also apply to temporary positions in the Professional category up to and including the P-3 level, subject to meeting all eligibility and other requirements for the position. A staff member holding a temporary appointment shall be regarded as an external candidate when applying for other positions, and may apply for other temporary positions at any level, subject to section 5.7 below and staff rule 4.16 (b) (ii). Therefore, a staff member holding a temporary appointment in the General Service or related categories may only apply to positions within those categories. For full information on eligibility requirements, please refer to section 5 of ST/AI/2010/4Rev.1 on Temporary Appointments. In its resolution 66/234, the General Assembly further “stressed that the Secretary-General should not recur to the practice of temporarily filling posts in the Professional and higher categories with General Service staff members who have not passed the General Service to Professional category examination other than on an exceptional basis, and requests the Secretary-General to ensure that temporary occupation of such posts by the General Service staff shall not exceed a period of one year, effective 1 January 2013…” Consequently, eligible candidates in the General Service or related categories for temporary job openings in the Professional category that have not passed the competitive examination may be selected only on an exceptional basis endorsed by the Office of Human Resources Management where no other suitable candidate could be identified.
• Upon separation from service, including, but not limited to, expiration or termination of, or resignation from, a fixed-term, continuing or permanent appointment, a former staff member will be ineligible for re-employment on the basis of a temporary appointment for a period of 31 days following the separation. In the case of separation from service on retirement, a former staff member will be ineligible for re-employment for a period of three months following the separation. This equally applies, mutatis mutandis, with respect to a former or current staff member who has held or holds an appointment in another entity applying the United Nations Staff Regulations and Rules and who applies for a temporary position with the Secretariat.
• Subject to the funding source of the position, this temporary job opening may be limited to candidates based at the duty station.
• While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post. An external candidate selected for this position is bound by the prevailing condition of the staff selection system under ST/AI/2010/3, as amended, and ST/AI/2010/4/Rev.1. A staff member holding a temporary appointment who is recruited in the Professional and above categories on a temporary appointment, and placed on a position authorized for one year or longer may not apply for or be reappointed to his/her current position within six months of the end of his/her current service. This provision does not apply to staff members holding temporary appointments and placed on positions authorized for one year or more in duty stations authorized for peacekeeping operations or special political missions.
• The expression “Internal candidates”, shall mean staff members who have been recruited after a competitive examination under staff rule 4.16 or after the advice of a central review body under staff rule 4.15.
