Org. Setting and Reporting

The United Nations Environment Programme (UN Environment) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. UN Environment's Science Division is responsible for working with countries, regional bodies and global organizations to develop shared knowledge management systems, analyzing the state of the global environment, providing early warning information and assessing global and regional environmental trends to catalyze and promote international cooperation and action on the environment. This post is located in UN Environment West Asia Office at the Manama duty station.


Under the direct supervision of the Regional Director of UN Environment's West Asia Office, the incumbent will perform the following duties:

1. Formulate regional strategies and projects for the implementation of UN Environment's early warning and integrated environmental assessment activities in West Asia. Develop a network of partnerships with governments (policy guidance) and expert institutions (technical expertise) for carrying out specific activities related to the implementation of the UN Environment Programme in West Asia.
2. Oversee development of the programme in such a way so that it responds to UN Environment's global science mandate as well as regional needs and priorities expressed by countries in West Asia directly or through appropriate regional fora; Develop project documents and budgets for, and ensure regular reporting on, the delivery of agreed outputs in the UN Environment programme of work with particular focus on the Environment Under Review sub-programme, and oversee expenditure of funds/sub-allotments, including the development of contracts and TORs (Terms of Reference) for staff and consultants, formulation of MOUs (Memorandum of Understanding) with partners.
3. Oversee effective management of UN Environment's West Asia Programme in the area of early warning and integrated environmental assessment and the fulfillment of administrative and reporting requirements including preparation of project documents, self-evaluation fact sheets, budget reports etc.
4. Develop a fundraising strategy, establish links with major regional and global donors such as the Islamic Development Bank, the World Bank and governments and undertake fundraising to help complement UN Environment financing for the implementation of key programme of work activities related to the science-policy interface in the West Asia region.
5. Oversee the development of the Global Environment Outlook (GEO) and other relevant assessment reports in West Asia, including: develop MOUs with partners, supervising
and chairing relevant meetings (Regional consultations) revising and editing of draft reports, liaising with partners to ensure timely publication review of the reports. Coordinate the development, publishing and launch of the regional and national integrated state of the environment reports, including establishing contacts with partner centres to help carry out the work, liaison with governments etc.
6. Guide and oversee development of regional inputs by UN Environment staff and partners for the UN Environment’s knowledge platforms, including regional, sub-regional and national datasets and images. Provide guidance and capacity building to countries in the formulation, development and implementation of environmental
information systems, and related environmental statistics and indicator frameworks.
7. Coordinate the implementation of regional and national early warning activities to complement the UN Environment's global early warning programme, including the setting up of an early warning network capable of producing timely assessments on relevant environmental issues and trends, and reports on early warnings of potential threats arising from environmental change.

Advanced university degree (Master's degree or equivalent) in environmental science, environmental management, sustainable development, or related fields. A first-level university degree in combination with five additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of ten years of progressively responsible experience at an international level in project or programme management and implementation. Experience in dealing with environmental issues at the regional and global level is desirable. Experience in environmental assessments and environmental information systems data is desirable. Demonstrated familiarity with UN system, its rules and regulations especially with regard to finance and budget management is an asset. Experience with another UN entity is an advantage. Experience in network development and management, including expert institutions, government agencies and donors is an asset. Experience in coordinating, editing and writing international and regional publications as well as strategy papers related to the environment and sustainable development is highly desirable.


English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of Arabic language is an asset.
