Org. Setting and Reporting

This post is located in the Purchase and Transportation Section (PTS), Central Support Services (CSS), Division of Administration (DA), United Nations Office at Geneva (UNOG), Geneva. The
incumbent reports to the Chief of the Purchase and Transportation Section.

Responsibilities

Under the supervision of the Chief, PTS, the incumbent is responsible for the following duties:

Coordinates all actions required for the effective operation of the Travel and Logistics Unit, with approximately 60 staff members, by:

(a) Planning and organizing the work of the Unit in the provision of travel and logistics related services.

(b) Managing the budget of the Unit, supervising staff, performing periodic staff appraisals and recruiting staff as required.

(c) Supervising all Travel-related activities including:
- The arrangement and monitoring of all official travel undertaken by UNOG and UNOG Secretariat offices (US$30 million, 22'000 travel requests year);
- The provision of support to client offices in all travel-related matters and ensuring that all official travel is undertaken in compliance with the UN travel policy;
- The oversight of the travel management contract on behalf of UNOG (total value US$15 million) and ensuring that services are provided in accordance with the service level agreement;
- The issuance of visas for UNOG and client offices in collaboration with embassies and host country authorities.

(d) Supervising all Logistics-related activities including:
- The shipment, receipt, storage and distribution of all official procured goods, mail and diplomatic pouches for Palais des Nations, Palais Wilson and other Geneva or non-Geneva based locations (over a million items annually);
- The oversight of contract management concluded with postal, express mail and freight forwarding companies (total value US$11 million) and office supplies;
- Providing the transportation of Geneva-based heads of offices and visiting VIP's (including the Secretary-General delegation, the Deputy-Secretary General and the PGA);
- The management and maintenance of the UNOG fleet and the administration of related contracts.

(e) Supervising activities related to Diplomatic Services and UN official documents including:
- The issuance of Laissez-passer, UN Certificates or Family Certificates for UNOG and UN agencies located in Europe, Africa and the Middle East and ensuring conformity to the provisions of the Convention on Privileges and Immunities of the United Nations and of the specialized Agencies, in consultation with UNHQ, as necessary;
- The administration of diplomatic privileges for UNOG, International Organizations and Permanent Missions in Geneva in close collaboration with Swiss authorities.

(f) Organizing inter-office presentations on travel and transportation-related issues.

(g) Attending meetings on current developments in the corporate travel industry.

(h) Monitoring and evaluating the progress of the work of the Unit.

(i) Reviewing reports, decisions, comments or complaints receive from staff members or outside service organizations regarding travel, shipping arrangements and taking appropriate corrective actions.

(j) Issuing instructions on travel and transportation-related issues for UNOG.

(k) Ensuring appropriate communication to staff on all travel-related matters, including use of the Intranet.

(l) Acting as UNOG Umoja subject matter expert in the field of travel and logistics for CSS.


Furthers the implementation of the Common Services strategy by:

(m) Leading the joint airlines negotiations on behalf of UNOG and 13 other international organizations in Geneva for an annual travel spend worth over US$100 million.

(n) Leading the joint procurement exercise (technical part) for the travel management company in collaboration with ITC, UNHCR, ITU, UNAIDS, WIPO, WHO and WMO (total value US$ 51 million).

(o )Providing mail dispatch, pouch and messenger services to 18 international organizations in Geneva.

(p) Representing the UNOG Secretariat on travel, logistics, and diplomatic privileges-related matters in UN system common service bodies in Geneva.


Assists the Chief, Purchase and Transportation Section and the Chief, Central Support Services by:

(q) Advising on all travel, transportation, mail operations, diplomatic privileges and host country and travel document-related issues.

(r) Drafting procedural office instructions for their approval.

(s) Preparing input on travel and transportation for reports and enquiries to UNHQ.

(t) Preparing all requisite reports to audit, inspection and other governing and oversight bodies.

(u) Preparing all management reports and statistics on the work of the Unit.

Education

Advanced university degree (Master's or equivalent) in Business Administration, Public Administration or a related field. A first-level university degree with two additional years of qualifying work experience in travel and transportation management may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of seven years of progressively responsible experience in administration, management, procurement, finance or a related field is required. Experience in the supervision of large multicultural teams is required. Experience in travel management, transportation and management of complex contracts at international level is required. Experience in the UN common system is an advantage.

Languages

English and French are the working languages of the United Nations secretariat. For the position advertised, fluency in oral and written English and French is required. Knowledge of another UN official language is desirable.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
