Cadre organisationnel

The United Nations Environment Programme (UN Environment) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.

The UN Environment Latin America and the Caribbean Office helps to implement UN Environment's programs by initiating, coordinating and catalyzing regional and sub-regional cooperation and action in response to environmental, challenges, opportunities and emergencies. This post is located in the UN Environment Latin America and the Caribbean Office at the Panama Duty Station.

Under the direct supervision of the Regional Climate Change Coordinator, the incumbent will be responsible for the following duties:

Responsabilités

1. Serves as focal point for coordination, monitoring and expedition of programme/project implementation activities, involving extensive liaison with diverse organisational units to initiate requests, obtain necessary clearances, process and follow-up on administrative actions and resolve issues related to project implementation, e.g. recruitment and appointment of personnel and consultants, legal instruments, travel arrangements, organisation of meetings and conferences, authorization of payments, disbursement of funds, procurement of equipment and services, etc.

2. Assists in the monitoring and evaluation of programmes/projects; categorizes, updates, tracks and analyses data related to programmes/projects, e.g. accounting records, outputs, resources utilized, deviations/revisions, etc.; carries out periodic status reviews, identifies issues and initiates requisite follow-up actions; prepares revised budget estimates; reports on budget revisions, expenditures and obligations, verifies availability of funds; ensures necessary approval and entry in computerized budget system; initiates financial authorizations for expenditures.

3. Drafts correspondence and communications related to all aspects of programme/project administration, including work plan and budgets, revisions and other related issues, as well as prepares unit contributions for a variety of periodic reports.

4. Provides assistance in support of planning and implementation activities/processes for, typically, a large and highly complex component of the departmental programme/project initiatives. Including assistance in the preparation of annual procurement plans, annual work plans, contracts and legal instruments and in the assurance of other eligible entitlements of project personnel, partners and experts.

5. Finance and budget: Standardise the financial and accounting systems of the project while maintaining compatibility with UN Environment's financial accounting procedures. Prepare budget revisions. Comply and verify budget and accounting data by researching files calculating costs and estimating anticipated expenditures from readilly available information sources. Monitor budget implementation/expenditures and recommend reallocation of funds as necessary. Prepare periodic accounting records by recording receipts and reconciling data for recurring financial reports. Assist in the preparation of status reports, progress reports and other financial reports. Undertake project financial closure formalities including submission of terminal reports, transfer and disposal of equipment, processing of semi-final revisions ans support professional staff in preparing terminal assessment reports.

6. Assists in the preparation and analysis of programme/project budget proposals; provides assistance in the interpretation of budget guidelines; reviews and coordinates submissions of programme proposals and budget estimates, ensuring that requisite information is included and justified in terms of proposed activities; propose adjustments as necessary; prepares reports and ensures that outputs/services are properly categorized.

7. Collaborates with programme/project managers on performance reporting; liaises with relevant parties on the interpretation of the activities/services scheduled in the PB and various planning instruments such as the medium-term plan and internal work plans; provides assistance on reporting requirements, guidelines, rules and procedures and ensures completeness and accuracy of data submitted.

8. Prepares, maintains and updates files (electronic and paper) and internal databases.

9. Provides guidance and training to new/junior staff.

10. Performs other duties as assigned, including a wide range of office management and administrative support functions.

Formation

High school diploma or equivalent. Additional technical training in project management, administration, accounting, finance and another relevant field is required. Experience in programme or project administration, technical cooperation or related area is required. Experience in ERP (UMOJA), in the monitoring and evaluation of programmes/projects is desirable, travel UMOJA module and Human Resources

Connaissances linguistiques

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English and Spanish is required. Knowledge of another official United Nations language is an advantage.

Appointment against this post is on a local basis. Appointment against this position is for an initial period of one year and may be subject to extension.
