Org. Setting and Reporting

This position is located in the Office of the Under-Secretary-General for Political and Peacebuilding Affairs (DPPA OUSG). The Programme Management Officer reports to the Senior Programme Management Officer in DPPA/OUSG. The focus of this job is to lead the evaluation of programmes, operations and other activities in an assigned functional area. The Office of the Under-Secretary General for Political and Peacebuilding Affairs is charged with the overall policy direction, supervision and management of the Department.

The Department of Political and Peacebuilding Affairs (DPPA) focuses primarily on five action areas in international peace and security, ensuring sound analysis and early warning, preventing conflict and engaging in peacemaking, managing political crises and violent conflicts, sustaining peace, and enhancing partnerships. The Department's mandate is to prevent and resolve conflict through inclusive political solutions.

Responsibilities

Within delegated authority, the Programme Management Officer will be responsible for the following duties:

• Develops, implements and evaluates assigned programmes/projects, etc.
• Monitors and analyzes programme/project development and implementation.
• Reviews relevant documents and reports.
• Identifies problems and issues to be addressed and initiates corrective actions.
• Liaises with relevant parties.
• Ensures follow-up actions.
• Ensures evaluation finding and recommendations are followed up systematically by planning and facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change.
• Researches, analyzes and presents information gathered from diverse sources by applying evaluative quantitative and qualitative data collection and analysis tools.
• Coordinates policy development on evaluation, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies,
• Generates survey initiatives.
• Designs data collection tools.
• Reviews, analyzes and interprets responses, identify problems/issues and prepares conclusions.
• Provides substantive backstopping to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc., in the area of evaluation.
• Initiates and coordinates outreach activities.
• Conducts training workshops on evaluation, monitoring and results-based management, seminars, etc.
• Makes presentations on assigned topics/activities.
• Leads and/or participates in large, complex field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.
• Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.).
• Performs other duties as required.

Education

Advanced university degree (Master’s degree or equivalent) in political science, international relations, law, public administration or a related field. A first-level university degree in combination with two years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of seven years of progressively responsible experience in evaluation and project or programme management or related area is required. Experience in conducting evaluations in field-mission settings is desirable. Experience in implementing project/ programmatic risk management is desirable.

Languages

English and French are the working languages of the United Nations. Fluency in English is required. Knowledge of French is desirable. Knowledge of another UN official language is an advantage.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by a competency-based interview.

• This position is funded for a finite period of one year. Extension of the appointment is subject to extension of the mandate and the availability of the funds.
