Org. Setting and Reporting

This post is located within the Governance and State-building Section in the Emerging and Conflict Related Issues Division (ECRI) of the Economic and Social Commission for Western Asia (ESCWA). The Economic Affairs Officer reports directly to the Chief, Governance and State-building Section and will be under the overall supervision of the Director of ECRI.

Responsibilities

Within delegated authority, the Economic Affairs Officer will be responsible for the following duties:

Economic or sector analysis:
•Monitors economic developments, political economy and governance trends in the region and identifies recurrent and emerging issues of concern to the United Nations - ESCWA.
•Designs and conducts policy-oriented studies of selected issues in development, conflict dynamics, peace-building and different dimensions of governance issues and early warning assessments and draft resulting reports.
•Interprets and applies results of analytical and quantitative work to analysis of governance prospects and policies.
•Develops draft policy recommendations pertaining to area of work, including conflicts dynamics, rule of law and post-conflict institution-building.
•Formulates proposals for post-conflict development and governance strategies, policies and measures for presentation to intergovernmental bodies and others.
•Attends international, regional, and national meetings to present findings of ESCWA research on governance issues and hold discussions with representatives of other institutions.
•Organizes expert group meetings, seminars, etc. on different dimensions of governance and development issues.
•Prepares speeches, briefing notes and other substantive inputs for presentations by senior staff.
•Coordinates the collection and analysis of indicators on different dimensions of governance, political economy and creation of governance indices.

Intergovernmental support
•Provides substantive support on conflict dynamics, governance and economic issues to intergovernmental bodies (such as the General Assembly, the United Nations Conference on Trade and Development (UNCTAD), the Economic and Social Council, the Trade and Development Board, the regional commissions and the subsidiary bodies of each).
•Represents organizational unit at international, regional and national meetings on matters of governance and institution-building in the region.

Technical cooperation:
•Designs and monitors technical cooperation projects in the field of state-building in post-conflict settings.

•Undertakes missions to member states, either alone or as a participant in a diverse team, as part of the Organization’s technical cooperation activities.
•Prepares global, regional, national or sector analyses that provide a basis for advising national governments on inclusive governance and development issues.
•Conducts training seminars and workshops for government officials and others on restoration of governance and reconciliation, institutional building in conflict affected Communities
•Formulates technical modalities for the evaluation of individual technical cooperation projects.

General
•Supports junior staff, reviewing their work in the area of post-conflict governance and state-building and providing feedback.
•Participates in intra- and inter-Departmental undertakings of broader concern to represent the views or interests of the organizational unit.
•Performs other related duties as required, including a variety of administrative tasks necessary for the final delivery of the work unit’s service.cmt

Education

Advanced university degree (Master’s degree or equivalent) in economics, Development Studies, Governance, Law, Political Science, Public Administration, Public finance, social sciences or related field. A first-level university degree in combination with two years of qualifying experience may be accepted in lieu of the advanced university degree. Ph.D. degree in any of the above fields is desirable.

Work Experience

A minimum of seven years of progressively responsible experience in inclusive governance, political economy, development research and analysis, policy formulation or related area is required. Experience in writing and publishing in the subject area of sustainable development, political economy or governance is required. Work experience in governance and development in the Arab region or in multilateral development system including the UN on economic, governance and development issues is required.

Languages

English and French are the working languages of the United Nations Secretariat. Arabic is also a working language of ESCWA. For this post, fluency in written and spoken English and Arabic are required.

Assessment

The shortlisted candidates will undergo a substantive assessment related to the functions of the post in addition to a competency-based interview. Only short-listed candidates will be contacted.

United Nations Considerations
