Duties and Responsibilities

The United Nations Environment Programme (UNEP) is the United Nations systems designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action.

Over the past decade, the UNDP–UN Environment Poverty-Environment Initiative (PEI) has pioneered integrated approaches to addressing poverty-environment mainstreaming in national development planning and implementation. These approaches were first implemented in support of national efforts to achieve the Millennium Development Goals and are now a model for the kind of integrated approaches needed to implement the 2030 Agenda and the SDGs. To support the implementation of the SDGs, a new four-year phase of PEI was launched in September 2018, known as Poverty Environment Action for the SDGs, with the support of the European Union, Sweden, Norway and Austria.

The joint UNDP-UN Environment Poverty Environment Action (PEA) for SDGs will operate in Bangladesh, Lao PDR, Malawi, Mauritania, Mozambique, Myanmar, Nepal and Rwanda. In addition to the eight countries that will have fully fledged PEA programmes, PEA will also support targeted technical assistance (TA) to catalyze poverty-environment action and broaden the use of poverty-environment mainstreaming tools and approaches that contribute to the PEA outcomes and outputs. PEA will promote integrated approaches to poverty-environment mainstreaming in support of national development priorities—but with a focus on shifting public and private finance and investment towards environmental sustainability and climate objectives for poverty eradication in the context of the SDGs. Tanzania will be the first country to start a technical assistance project in 2019.

A Sustainable Financing for Poverty Environment Action Advisor is now being recruited to provide advisory and implementation support to the 8 PEA country projects and technical assistance projects. The consultant will be based in UN Environment’s Regional Office for Asia and the Pacific in Bangkok, Thailand and will work closely with UNDP’s Bangkok Regional Hub as well as the PEA team in Africa.

2. Objective.

Working as part of the PEA Team, the Advisor will be responsible for supporting work related to the mobilisation and alignment of public and private financing for the poverty environment dimension of the SDGs under PEA global Output 2 below:
• Output 2: Public finance and investment frameworks incentivize shift in public and private investments towards environmental sustainability and climate objectives for poverty eradication

Key tasks:
- Provide technical advisory support to the PEA Team and UNDP Country Offices for the development and implementation of PEA country programmes and technical assistance projects. This includes providing substantive inputs into the drafting of PEA country projects as well as regional, cross regional and national TA proposals;
- Undertake fund raising activities to scale up activities under output 2 of the 8 PEA country programmes and to support additional TA at national, regional and global levels;
- Develop and disseminate key messages and communication tools to increase the visibility of PEA’s support under output 2;
- Develop a strategy for leveraging sustainable sources of finance for the SDGs. In addition to the public sector the strategy should look at mobilising private sector resources. Strategy to include innovative sources of financing for the SDGs and vertical and horizontal linkages with partner agencies and programmes for realising potential sources of finance and social and environmental impact measurement tools and instruments;
- Participate in internal (UNDP, UN Environment) and external meetings as requested to increase the visibility of PEA and its donors;
- Identify, develop and support implementation of joint initiatives in support of output 2 between PEA and UN Environment’s and UNDP’s service lines that scale up and contribute to PEA outputs (including, inter alia, UNEP Finance Initiative, Coalition on Greening the Belt and Road Initiative, UNDP’s SDG financing services lines around including supporting SDG oriented budget reform, innovative fiscal instruments; impact investment; private sector partnerships and specific workstreams on climate finance, BIOFIN and Development Finance Assessments);
- Support PEA Team in providing advisory support to integrate areas under output 2 into UN/UNDP SDG Platforms and their work;
- Support and advise on partnership building and fund leveraging opportunities in support of output 2 with the private sector, stock exchanges, chambers of commerce and international financial institutions in all PEA countries and at regional and global levels;
- Keep up to date on and provide regular briefings to PEA Team on the latest sustainable financing initiatives, meetings, stakeholders, news;
- Prepare talking points, briefs, ppts, speeches related to sustainable financing & PEA;
- Review and modify existing tools from relevant UNDP SDG Financing service lines and UN environment programmes (UNEP Finance Initiative and Inquiry into the Design of Sustainable Financial system) to integrate poverty environment nexus for potential piloting and dissemination through PEA;
- Undertake PEA missions in support of the tasks above as requested.

Expected Outputs:

A. At least four PEA technical assistance project proposals developed with support from the consultant; for funding through PEA or other donors
B. One communication strategy to promote PEA work under Output 2 including info graphics, country specific communication material
C. A strategy document for leveraging sustainable finance for the SDGs to guide PEA projects and TA (and to be shared as a tool for development partners more broadly.)
D. Review and integrate PEA nexus into at least two tools (one from UNDP’s SDG Financing service lines and one from UNEP Finance Initiative)
E. Provide advisory support to all requests from PEA countries.

Qualifications/special skills

Academic Qualifications: Advanced university degree in relevant field, e.g. marine management, policy or environmental science
Experience: • At least 8 years’ experience working on sustainable development programmes with an emphasis on poverty and environment;
• At least 5 years’ experience in investment and finance, with emphasis on sustainable finance;
• Proven fundraising experience;
• Experience of working with or in governments in developed and particularly developing countries preferred;
• Experience of working with or in governments in developing countries preferred;
• Experience of working with the UN system or International Financial Institutions would be an advantage;
Language: Fluent spoken and written English
Other UN languages an asset
