Result of Service

A case study report on the implementation of Multilateral Fund funded pilot demonstration project on ODS disposal and destruction in Colombia and Mexico. The report should be no longer than 25 pages (including annexes).

Performance indicators:

(a) Timely submission of the draft and final desk studies; and
(b) Analysis of every issue included in the terms of reference.

Duties and Responsibilities

The United Nations Environment Programme (UN Environment) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.

The Multilateral Fund for the Implementation of the Montreal Protocol (MLF) is dedicated to reversing the deterioration of the Earth's ozone layer. It was established in 1991 as the financial mechanism of the Montreal Protocol to assist developing countries (Article 5 countries in the language of the Protocol) in complying with the obligations under the Montreal Protocol. The Fund Secretariat located in Montreal, assists the ExCom in this task (www.multilateralfund.org). The Secretariat is administered by UN Environment.

An independent consultant is required carry out a desk study on ozone depleting substances (ODS) disposal and destruction. The desk study will assess to what extent the demonstration and pilot projects generated practical data and experience on management and financing modalities for ODS disposal and destruction.

An independent consultant is required to carry out the second phase of evaluation of pilot demonstration projects on ozone depleting substances (ODS) disposal and destruction in Colombia and Mexico. This consultancy is located in UNEP/MLF and will work under the direct supervision of the Senior Monitoring and Evaluation Officer.

Specifically, the consultant will:
• Visit the project sites and gather information in accordance with the terms of reference of the evaluation; and
• Prepare a case study, based on the terms of reference of the evaluation, highlighting the major issues, challenges and achievements in the implementation of the pilot demonstration project.

Qualifications/special skills

Academic Qualifications: Advanced university degree (Master's degree or equivalent) in engineering, chemistry and/or an area related to ODS disposal and destruction. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Experience: A minimum of ten (10) years’ experience in ODS disposal and destruction or related area; an excellent knowledge of the functioning of the MLF-funded projects; and experience in evaluation.
Language: Fluency in written and oral English is required including excellent analytical and drafting skills.
