Duties and Responsibilities


The United Nations Environment Programme (UN Environment) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system. UN Environment’s mission is to provide leadership and encourage partnership in caring for the environment. We aim to achieve this mission by inspiring, informing, and enabling nations and peoples to improve their quality of life without compromising that of future generations.

UN Environment’s Economy Division supports partners across governments, private sector and civil society to develop and implement policies, strategies and practices for sustainable development. Located within the Economy Division, the Resources and Markets Branch enhances the capacity of partners to integrate environmental considerations into economic policies and practices. A particular focus of Resources and Markets Branch is UN Environment’s work related to Green Economy.

The Partnership for Action on Green Economy (PAGE) brings together expertise and guidance of five UN agencies and eight funding partner countries to assist currently eighteen countries in their sustainable development. PAGE’s assistance spans the three economic, environmental and social pillars of sustainability to support the countries’ achievement of Sustainable Development Goals and the climate agenda. Specifically, PAGE seeks to put sustainability at the heart of economic policies and practices to transform brown economies into inclusive green economies. The objective of this consultancy is to support the sustained economic transition of PAGE countries, particularly through i) the promotion of progress and best practices of sustainable development which have been achieved with support of PAGE; and ii) continuous outreach and collaboration with a wide range of partners to promote green economy and PAGE as a vehicle of for implementing Sustainable Development Goals and Climate Action. This consultancy will support the achievement of PAGE/European Commission project, in particular Outcomes 4 and outputs 4.1 and 4.2.

The Secretariat of the Partnership for Action on Green Economy does not possess this expertise in house and needs to seek for outside assistance.

Specific tasks and responsibilities per outputs

1) Identify opportunities for outreach activities and webinars, prepare concept notes, initiate events with partners, secure high-level speakers. Draft, edit and publish related background and online materials, presentations, briefings, speaking points, press releases and other news coverage. Lead related communication campaigns.

Actively engage and build a network of internal and external partners supporting communications and outreach work of PAGE (coordinate with UN Environment communication team, and communication teams of PAGE partners, identify opportunities, encourage outreach on green economy, link to other platforms and websites).

2) Draft, edit, update materials to promote the partnership’s highlights (especially writing, preparing presentation, editing and publishing monthly newsletter, flyer, brochures, annual reports, country updates, country stories and narratives, articles).

Provide written inputs to PAGE management board and donor steering committee to regularly update on communications and outreach work and upcoming communication and outreach opportunities.

Advise on the application of PAGE publication guidelines for publications of the partnership, in cooperation with all PAGE agencies (development of templates, common features, coordination with editors, layout, proofreading and quality assurance).

3) Deliver on selection of stories for the website, drafting and editing of text, coordination with partners, functioning of technical website setting, creation of new features and continous provision of highlights.

Facilitate website development and social media engagement, identify and establish new channels and partnerships for publicizing PAGE and its results.

4) Engage with focal points for PAGE countries, under the direct supervision and guidance of the PAGE secretariat, to support the development of country specific communication strategies. Summarize best practices and develop guidance on key communication activities.

Identify country achievements jointly with country partners and publize them. Advise on on PAGE publication guidelines and their application for country reports and other country documents.

Qualifications/special skills

Academic Qualifications: Advanced university degree (Master’s) in communications, environmental economics, international development, public policy, public administration, economics or a related field.
Experience: More than 3 years of work experience in communication and global outreach (including experience with high-level events and international conferences), including experience related journalism and public relations.
Language: Proven communication and writing skills in English.
