Result of Service

1. Promote the implementation of the TEEBAgriFood assessments in Thailand and in the Asia and Pacific region so as to maximize the chances of policy uptake vis-à-vis the change scenarios being modelled.
2. Effective implementation of meetings and collaboration between partners and stakeholders in Thailand and in the region, following set timelines and delivering the agreed results. Steering committee & Workshop agendas agreed with national executing agencies; Workshop/Meeting reports drafted and cleared by national executing agencies and TEEB office; and Quarterly progress reports throughout the consultancy’s duration
3. TEEBAgriFood disseminated in national and international forums in Thailand and more widely across the Asia and the Pacific region.
4. Timely inputs to regional reporting processes (e.g. Programme of Work, UNDAF)

Duties and Responsibilities

Organization Setting:

UN Environment is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. UN Environment Ecosystems Division works with international and national partners, providing technical assistance and capacity development for the implementation of environmental policy, and strengthening the environmental management capacity of developing countries and countries with economies in transition.

The consultant will work for the Ecosystem Services Economics Unit in the Ecosystems Division to perform the execution of different work packages of The Economics of Ecosystem and Biodiversity (TEEB) projects, and specifically on the projects "TEEB Implementation: Supporting Biodiversity and Climate friendly Land Management in Agricultural Landscapes" funded by the German International Climate Initiative (IKI) and “Promoting biodiversity and sustainability in the agriculture and food sector through economic valuation” funded by the European Commission. The UN Environment TEEB initiative will support the implementation of TEEB studies of agro-ecological value chains in accordance with the TEEBAgriFood Evaluation Framework, which is broad in scope and requires considerable technical capacity related to quantification and valuation of natural capital and ecosystem services.

The consultant will report to the TEEB Coordinator, Ecosystem Services Economics Unit (ESE) in the Ecosystems Division and to the Regional Coordinator for Ecosystem Management Sub-programme of the UN Environment Regional Office for Asia and the Pacific located in Bangkok.

1. Duties and Responsibilities:

Duties and responsibilities of the consultant will entail coordination support for policy implementation of the projects in Thailand, and initial partnership building in other Asia-Pacific region countries where there is TEEBAgriFood country implementation.

Specific duties for the projects in Thailand include the following:

1. Facilitate the collaboration between partners and stakeholders in Thailand including: the TEEBAgriFood political focal point ‘Office of Natural Resources and Environmental Policy (ONEP)’; TEEBAgriFood research institutes; the Ministry of Agriculture and Cooperatives; and other members of the TEEB Thailand Steering Committees.
2. Work with ONEP in the coordination of Steering Committee meetings.
3. Translate into English from Thai (and vice versa) various written outputs (e.g. background research, sections of reports, and steering committee guidance).
4. Develop via a participatory, consultative process a roadmap for policy implementation vis-à-vis the scenarios being evaluated by the research institutes through the application of the TEEBAgriFood Evaluation Framework. A change scenario for example might be a switch from conventional to organic rice production. This will include:
a) consulting with stakeholders/change agents and documenting potential opportunities and threats to policy uptake;
b) explaining the nature of the analysis being conducted by the research institutes to these stakeholders/change agents;
c) determining options for dissemination after results from the scenario analysis are available; and
d) developing and providing options that would promote the shift assessed by the scenario analysis beyond dissemination, e.g. demonstration farms, twinning communities that have already switched from conventional to organic
5. Work with the TEEB communications officer, the communications team of the UNEP Asia and the Pacific Office and the TEEB country focal point to develop and disseminate outreach materials in English and in Thai.

Specific additional general duties for the TEEB portfolio in the region include the following:

1. Represent TEEBAgriFood in national and international forums in the Asia and Pacific region, and assist in meeting logistics.
2. Build partnership in the region that have TEEBAgriFood projects (China, India, Indonesia and Malaysia)
3. Work together with the TEEB communications officer, the communications team of Asia and the Pacific Office and the country offices/country focal point to ensure the dissemination of project objectives and processes in the wider Asia and Pacific region.
4. Contribute to regional reporting of results towards relevant Programme of Work outputs and UNDAF reporting processes.

Qualifications/special skills

Academic Qualifications: An advanced university degree (Master’s degree or equivalent), preferably with a specialization in environmental management, law, social anthropology, environment and development, sustainable development, economics agriculture, or related fields is required. A first level degree in combination with 5 additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Experience: A minimum of five (5) years of progressively responsible experience in government, non-governmental organization, or policy-mainstreaming organization with a focus on environment and/or development. Experience working on agrifood topics in the context of Thailand is desirable.
Language: English and French are the working languages of the United Nations Secretariat. For this post, fluency in spoken and written English is required. Fluency in spoken and written Thai is highly desirable.
