Org. Setting and Reporting

This position is located in the Office of the Director of the Strategic Communications Division (SCD) in the Department of Global Communications (DGC). The incumbent reports to the Director of SCD.

The Strategic Communications Division organizes global public information campaigns for sustainable development, human rights and other United Nations commemorations and remembrances through a core staff in New York and a network of 59 country offices. It organizes an annual commemoration for the birthday of Nelson Mandela, conducts a training programme for Palestinian journalists and hosts the SDG Media Zone. It installs temporary and permanent exhibits at United Nations headquarters and country offices.

Responsibilities

Within delegated authority, the Programme Officer will be responsible for the·following duties:

• Develops, implements and evaluates assigned communications programmes/projects, etc.; monitors and analyzes communications programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions.
• Coordinates communications policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies
• Generates survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identify problems/issues and prepares conclusions.
• Maintains the liaison function with the Office of the Under-Secretary General.
• Supports the coordination of strategic projects and innovation initiatives.
• Takes a lead on drafting strategic documents and correspondence.
• Organizes and prepares written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.
• Initiates and coordinates communications· activities for the division; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities.
• Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.).
• Manages the Office of the Director and provides guidance on the management of resources of the Division.
• Performs other duties as required.

PLANNING & ORGANIZING:

Education

An advanced university degree (Master's degree or equivalent) in journalism, communication, public information, international relations, business administration, management, economics or a related field is required. A first-level university degree in combination with additional two years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

• A minimum of SEVEN years of progressively responsible experience, of which FOUR years are at the international level in public information, communication, journalism, international relations project management, programme management, administration or related area is required.

• TWO OR MORE years of experience developing and implementing strategic communications and public information campaigns, including with a multimedia component (websites, social media, online video) is required.

• TWO OR MORE years of experience in human resources and recruitment or finance and budget management is desirable.

• Knowledge of current communications trends and technologies is desirable.

• Experience working in a United Nations common system or similar international organization or non-governmental organization is desirable.

• Experience working in/with an office away from headquarters is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this post, fluency in English.is required. Knowledge of another UN official language is desirable.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Special Notice

• This position is temporarily available until 31 December 2019. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.

• While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post.

• Subject to the funding source of the position, the eligibility for this temporary job opening may be limited to candidates based at the duty station.

• This temporary job opening may be limited to “internal candidates,” who have been recruited through a competitive examination administered according to staff rule 4.16 or staff selection process including the review of a central review body established according to staff rule 4.15.
