Org. Setting and Reporting

The mandate of the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) is to promote sustainable and inclusive development and regional connectivity in the Asian and Pacific region. ESCAP’s role as a regional development arm of the United Nations Secretariat is to support its membership with policy oriented research and analysis, normative support and technical assistance and capacity building, to respond to the development priorities and changing needs of the Asian and Pacific region.

The Trade, Investment and Innovation Division (TIID) assists developing countries in the region through providing advisory services, organizing capacity building tools and activities, carrying out research and analysis and supporting intergovernmental cooperation on trade, investment and innovation in support of sustainable development.

This position is located in the Trade Policy and Facilitation Section, in the Trade, Investment and Innovation Division. The incumbent reports to the Chief of Trade Policy and Facilitation Section.

Responsibilities

Under the direct supervision of the Chief of Trade Policy and Facilitation Section, and overall supervision of the Director of Trade, Investment and Innovation Division, the incumbent is required to perform the following functions:

ECONOMIC OR SECTOR ANALYSIS
• Review and analyze medium to long-term trade and investment trends and developments in the countries of the region and their impact on inclusive and sustainable development.
• Conduct analytical studies and prepare policy-oriented papers in trade and trade policy areas, including related to the United Nations Special Programme for the Economies of Central Asia (SPECA).
• Drafts specified inputs for technical papers and studies on selected global, regional, national or sectoral aspects of economic development.
• Assists in the organization and servicing of expert group meetings and seminars on trade, investment and development issues.
• Prepares speeches and other inputs for presentations by senior staff.

INTERGOVERNMENTAL SUPPORT
• Prepares substantive support in the preparation of position papers and reports for presentation to intergovernmental bodies such as the Annual Session of the Commission, or the Committee on Trade and Investment or Asia-Pacific Trade Agreement Standing Committee meetings or Ministerial Council sessions.
• Follows intergovernmental meetings, and assists in the preparation of reports and inputs for legislative processes.
• Assists in the organization of panels, round tables and other relevant events for intergovernmental processes, including by liaising with Central Asian stakeholders.

TECHNICAL COOPERATION
• Participates in missions on trade issues, as a team member, including in support of members of SPECA.
• Prepares and implements extra-budgetary funded projects and organize meetings and workshops at the national, sub-regional, and regional levels on issues related to trade and development policy.
• Prepares documentation for monitoring and assessment of technical cooperation programmes and projects.

GENERAL
• Performs other related duties as required, including administrative tasks necessary for the final delivery of the work programme of the Section.
• Undertakes on-the-job and other training internally and externally, as required.

Education

Advanced university degree (Master’s degree or equivalent) in economics or related field. Ph.D. degree in the above fields is desirable. A relevant first-level university degree in the above fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of five years of progressively responsible experience in economic research and quantitative analysis, as well as policy formulation, and application of economic principles in development programmes in areas related to trade.

Experience with standard office computer application programmes, such as MS Office and software used in quantitative analysis is required.

Experience in trade or investment policy research is desirable. Experience in econometric analysis is desirable. Experience with Computable General Equilibrium (CGE) using Global Trade Analysis Project (GTAP) resources is desirable. Experience with STATA software or R programming is desirable. Experience in developing online databases and interactive e-learning tools is desirable. Experience in the United Nations Common System or international organizations is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another UN official language is an advantage. Fluency in Russian is desirable.

Assessment
