Org. Setting and Reporting

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.

The Convention on the Conservation of Migratory Species of Wild Animals (CMS) is a global intergovernmental treaty aiming at the coordinated and concerted conservation and management of migratory species and the ecosystems on which they depend.

CMS Office – Abu Dhabi coordinates the CMS MOU on the Conservation and Management of Dugongs and their Habitats throughout their Range (Dugong MoU). The Dugong MoU Secretariat is implementing a four-year project funded by the International Climate Initiative (IKI) aiming to improve conservation of seagrass meadows and the biodiversity they support in five target countries: Indonesia, Malaysia, Philippines, Thailand and Timor-Leste. The expected outcome is to integrate seagrass ecosystem services into policy frameworks and business models in selected sites within the target countries.

The post is located in the Convention Secretariat's Abu Dhabi duty station, with project activities in the region. Under the overall supervision of the Executive Coordinator of CMS Office – Abu Dhabi, with support from the Programme Management Officer (Dugongs), and under the direct supervision of the Project Manager, the incumbent will perform the following functions:

Responsibilities

1. Support overall project management, including engaging implementing partners and sub-contractors using UNEP legal instruments, reporting to the donor and UNEP, establishing systems for project implementation, monitoring and evaluation and the day-to-day work of the Project Coordination Team and project partners.

2. Contribute to the financial management of the project by maintaining accurate financial and administrative records; and responding to inquiries from project partners related to budgetary and related issues.

3. Support communications activities under the outreach and communications strategy; ensuring the project website is up to date and contribute to media content; liaising with the CMS Secretariat and identifying opportunities to showcase the project.

4. Act as the point of contact for the project and project partners (implementing, national, political and technical) in multi-cultural, remote settings and ensuring that reporting requirements are met.

5. Performing other duties as relevant to the assignment.

Education

Advanced university degree (Master's degree or equivalent) in conservation biology, environmental management, international relations, public administration, or related area is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of an advanced university degree.

Work Experience

A minimum of two (2) years of relevant work experience in conservation biology, environmental management, international relations, public administration, project management or related areas is required. Experience in an international setting, and/or with conservation projects is desirable. Knowledge of dugong and seagrass biology is an added advantage. Proficiency with MS Office applications (MS Outlook, Word, Excel, PowerPoint) is required.

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English, both oral and written, is required. Knowledge of any of the local languages in the project’s target region is an asset.

Assessment

Evaluation of qualified candidates for this position may include an exercise assessment which may be followed by a competency-based interview.

Special Notice

This is a project post. The position is available for an initial period of one (1) year and may be subject to extension. Please note that extension of the appointment is subject to a satisfactory performance review, extension of the mandate and/or the availability of the project funds. The anticipated duration of this project is 4 years, which commenced on 1 January 2019.

Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.
