Cadre organisationnel

These positions are within the Enterprise Solutions Service, Office of Information and Communications Technology (OICT/ESS), in Bangkok, Thailand. The incumbents report to a Senior Information Systems Officer within OICT/ESS.

Responsabilités

Within the delegated authority, the Information Systems Officer may be responsible for the following tasks:
•Manage projects involving feasibility studies, systems analysis, designing, developing and implementing complex modern systems and/or, as a member of a development team, is responsible for the basic components of more complex systems.
•Develop detailed systems and other functional specifications as well as user documentation for important systems;
•Provide expert advice to users, analyse their needs and translate them into new applications; determine integration of application and associated systems;
•Maintain, update or improve existing user systems; solve difficult problems, advise on the use of new techniques, monitor transactions to measure the performance and continuous efficiency of the assigned systems, etc.;
•Develop and maintain computer programs requiring the integration of many interdependent systems and elements; ensure adequate data security and access control, taking both local and wide areas into account;
•Organize and conduct integrated tests, designing and using testing bases; Assist users in acceptance testing;
•Develop training materials, user manuals and operating procedures; train of personnel in designated systems.
•Develop disaster recovery plans and ensure adequate planning and training;
•Research, analyse and evaluate new technologies and recommendations for their implementation;
•Contribute to writing reports and documents on system-related topics, system requirements, information strategy, etc.;
•Facilitate communication between OICT and its customers for good customer relationships. Serve as a coordinator of service level agreements (SLAs) between customer and OICT, either for specific IT services or for general technical assistance, including clearing mechanisms;
•Manage all aspects of contract administration, including defining Service Level Agreements with suppliers, and chargeback Policy;
•Provide guidance and supervision to junior staff and consultants.

Compétences

Professionalism:

Knowledge in information technology / information management, especially in systems analysis, programming and database design.
Excellent command of several programming languages, as well as proven knowledge and skills in all aspects of programming and analysis, including structured / object design, relational systems, scripting languages, querying, document management, hardware and software requirements and installation of execution protocols. Powerful analytical and problem-solving skills for integrating knowledge into the development and deployment of complex / medium systems.
Knowledge of interactive systems, IT infrastructure and strategy in relation to user domains, innovative approaches to solve complex problems.

Formation

Advanced university degree (master’s degree or equivalent) in computer science, information systems, mathematics, statistics or related fields.
A first-level university degree and relevant professional experience may be accepted instead of an advanced university degree.

Expérience professionnelle

A minimum of five years of progressively responsible experience in planning, design, development, implementation and maintenance of computer information systems or related area.

At least three years of experience in Customer Relationship Management or Enterprise Resource Planning or Supplies Management is required.

A minimum of 3 years hands-on technical experience in application development and technical support in the areas of mobile development, blockchain, machine learning and artificial intelligence is highly desirable.

A minimum of 3 years hands-on technical experience in at least 5 of the following technologies is highly desirable:

Python: Flask, NumPy, scikit-learn, TensorFlow, Spacy, Panda;
Java: Spring Boot, Hibernate, Tomcat;
JavaScript: Node.js, Webpack, ReactJS;
Database: MongoDB, Oracle DB, SQL;
DevOps: AWS/Azure, Linux, Bash;
DevTools: VS code, git, npm, GitHub/GitLab, Jira, Scrum;
Mobile: React Native;
.Net: Microsoft Azure, Power BI, MS SQL Server Analysis Services, MS Dynamics 365, SharePoint;
Blockchain: Hyperledger and/or Ethereum

Connaissances linguistiques

English and French are the working languages of the United Nations Secretariat.
For this position, fluency in English is required.
Knowledge of another official UN language, particularly Spanish, is an advantage.

Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff is expected to move periodically to new functions in their

These temporary positions (3 posts) will initially be available until 31 December 2019.

If selected, an internal candidate will be on temporary assignment to the post; an external candidate will initially be offered a temporary appointment. Any extension of appointment is subject to satisfactory performance and continued availability of the post.
