Org. Setting and Reporting

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. At the 1992 Earth Summit in Rio de Janeiro, world leaders agreed on a comprehensive strategy for 'sustainable development'. One of the key agreements adopted at Rio was the Convention on Biological Diversity. The Convention has three main objectives: the conservation of biological diversity, the sustainable use of its components, and the fair and equitable sharing of the benefits arising from the use of genetic resources. The Secretariat of the Convention on Biological Diversity (SCBD) is located in Montreal and is administered by UNEP. This post is located in the Convention on Biological Diversity, Office of the Executive Secretary (OES). Under the general guidance of the Deputy Executive Secrtary and the direct supervision of the Senior Programme Management Officer on Access and Benefit-Sharing, the incumbent will perform the following duties:


A. Prepares, plans and leads the implementation of the work in relation to new technologies under the Convention of Biological Diversity and the Nagoya Protocol, in particular on the issue of digital sequence information on genetic resources guided by decisions of the Conference of the Parties to the Convention (COP) and to the Conference of the Parties serving as the Meeting of the Parties to the Nagoya Protocol (COP-MOP): a) Organizes and services relevant intersessional meetings and the meetings of the Parties to the Convention and the Nagoya Protocol and prepares relevant documentation. b) Researches, analyzes and reviews information gathered from diverse sources; c) Organizes and prepares written outputs, e.g. background papers, analysis, reports and studies, inputs to publications d) Organizes awareness-raising and capacity building events, prepares explanatory and briefing materials, and responds to relevant questions from Governments and the general public; B. Monitors, analyzes and provides advice on scientific and technological developments, which may have an impact on the implementation of the three objectives of Convention and the Nagoya Protocol, with a view to inform future policy developments. C. Seeks input from Parties and liaises with the scientific and business community to ensure that developments under the Convention and the Nagoya Protocol duly take into consideration the needs of governments as well as stakeholders. D. Follows developments on related issues in other international fora, such as the World Health Organization, the Commission of Genetic Resources for Food and Agriculture, the International Treaty on Plant Genetic Resources for Food and Agriculture, the UN General Assembly, and the World Intellectual Property Organization, and collaborates with relevant organizations. E. Engages with the scientific and business community on issues related to implementation of the Convention and the Nagoya Protocol in different sectors. F. Carries out other work as requested by the Executive Secretary.

Shows pride in work and achievements. Planning and Organizing: Develops clear goals that are consistent with agreed strategies; Identifies priority activities and assignments; adjusts priorities as required; Allocates appropriate amount of time and resources for completing work; Foresees risks and allows for contingencies when planning; Monitors and adjusts plans and actions as necessary; Uses time efficiently.


Advanced university degree (Master’s degree or equivalent) in biology, bioinformatics, genetics, microbiology, biotechnology is required. A first-level university degree in combination with two years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of seven years of progressively responsible experience in molecular biology or genetic engineering, including research and project management experience is required. Experience in policy analysis and negotiations skills with intergovernmental processes and familiarity with the UN system and the Nagoya Protocol is an asset.


English and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written English is required. Working knowledge of other UN language(s) is an advantage.


Evaluation of qualified candidates may include a substantive assessment which will be followed by a competency-based interview.

This is a project post. Appointment against this post is for an initial period of one year and may be subject to extension. Staff members are subject to the authority of the Secretary-General and to assignment by him or her.
