Duties and Responsibilities

The objective of the overall project is to strengthen the capacity of Central Asian countries to develop a sustainable urban mobility policy on car sharing and car-pooling initiatives. The project will review experiences from various countries and identify the good practices and lessons learned from car sharing and car-pooling initiatives to provide Central Asian countries with a best practice guide on how to set up and regulate such schemes (including, economic, environmental, safety, security and social implications). Once prepared, the recommendations will be tested through pilot projects (Kazakhstan, Kyrgyzstan and Tajikistan) to ensure its effectiveness and modify it as appropriate. The project is directly linked to the achievement of SDGs 3, 5, 11 and 13. The project will look at how different genders use these services to ensure that the guidelines are shaped to be inclusive of all genders.
Within this project the initial task will be to conduct a desktop analysis of car sharing and car-pooling services globally containing good practices as well as lessons learned and to develop guidelines on the creation of car sharing and car-pooling services. This is the purpose of this contract.
The tasks of the assignment are the following:
• Undertake a desktop analysis of car sharing and car pooling initiatives currently in operation (and no longer in operation) across the world with the following tasks:
o Prepare an outline for the report as a basis for the analysis.
o Review and provide a number of examples of car sharing and car pooling initiatives (at least 5 car sharing examples and at least 5 car pooling examples from Western Europe, North America, Russian Federation, Asia).
o Identify the good practices in each of the examples and the lessons learned from each experience.
o Set out each of the examples as case studies within the text.
o Identify the reasons why the examples seen would/would not be suited for a selection of Asian countries (Kazakhstan, Kyrgyzstan and Tajikistan).

• Based on the previous bullet point, prepare best practice guidelines for the development of such car sharing and car pooling schemes which are relevant across the UNECE region, but also provide a particular focus on the guidelines that would be most appropriate for the three Asian countries mentioned above.

Qualifications/special skills

Skills: Knowledge of car sharing/pooling schemes is desired.
Academic Qualifications: A first University Degree (Bachelor or equivalent) in Economic, Transport, Engineering or related field is required.
Experience: At least 10 years of relevant experience in transport area is required.
Language: Fluency in both English and Russian is required.
