Cadre organisationnel

This temporary position is located in the Central Planning and Coordination Division (CPCD), Department for General Assembly and Conference Management (DGACM) in New York. The Senior Programme Assistant reports to the Project Manager (Meetings and Events Management). The functional duty of the Senior Programme Assistant is to support the Project Manager in the functions of developing and implementing a meetings and events module in Umoja, a comprehensive organizational transformation project to enable high-quality, cost-effective and end-to-end service delivery for the United Nations world-wide. The functional duties include (i) project management support within Umoja for which experience in meetings and events management is required, as well as assisting coordination among the stakeholders worldwide and (ii) serve as first level customer support for the meetings and events management system as well as supporting the establishment of a Meetings Management ticketing tool across DGACM.


Under the overall supervision of the Director, Central Planning and Coordination Division, and the Project Manager (Meetings and Events Management), the Senior Programme Assistant will be responsible for the following duties:

Project management:
• Assists the Project Manager (Meetings and Events Management) to document the identified scope and key elements to be included in the module, reviews the workflow in close consultation with stakeholders worldwide, and assists in the establishment of the plan of implementation in collaboration with the Umoja technical team.
• Retrieves and reviews data from IT systems, such as eMeets, to ensure data integrity. Solicits and compiles recommendations on the to-be workflow and IT system(s) in close coordination with the Umoja team and all other stakeholders.
• Closely monitors the development and implementation timelines, records progress, and documents problems and issues to be addressed and for the review and actions by the Project Manager;
• Answers inquiries from the Umoja technical team and provide first level support for deployed solutions; Provides day-to-day substantive support to the Umoja technical team in the course of design and implementation of the module.
• Assists in the production of regular status reports; provides input to written outputs, such as background papers, analysis, sections of reports and studies as requested by senior management or other stakeholders;
• Assists in the coordination of policy development, including documenting issues and trends, preparing for evaluations or other research and studies;
• Coordinates and schedules meetings on a regular basis.
• Assists in testing by users and coordinates the development of user manuals and training material for the meetings and events management module in Umoja. Provides substantive and logistical assistance to outreach activities; facilitates training workshops and seminars as required, as well as on relevant topics/activities.
• Performs other duties as assigned.

Stakeholder coordination:
• Assists the Project Manager in coordinating with relevant offices in the Department for General Assembly and Conference Management and the Department of Management for the formulation, development, monitoring and implementation of the Umoja technical solution with respect to the meetings and events management module.
• Collects input from proponent offices and key stakeholders and provides regular updates.
•Performs other duties as assigned.

partnerships with clients by gaining their trust and respect; identifies clients' needs and matches them to appropriate solutions; monitors ongoing developments inside and outside the
clients' environment to keep informed and anticipate problems; keeps clients informed of progress or setbacks in projects; meets timeline for delivery of products or services to client.

• PLANNING AND ORGANIZING: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.


High school diploma or equivalent.

Expérience professionnelle

A minimum of ten years of progressively responsible experience in project or programme management, administration is required. Experience in meetings and/or events management in a public international organization is desirable. Experience with data analytics and reporting is desirable.

Connaissances linguistiques

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required.

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Notice spéciale

• The initial duration of this TJO is from 1 October 2019 to 31 March 2020, with the possibility of extension.

• Passing the Global General Service Test (GGST) is a prerequisite for recruitment consideration in the General Services and related categories in the United Nations Secretariat. Applicants who have not passed the GGST at the time of application may be invited for the test after submitting an application. Having passed the Administrative Support Assessment Test [in English] at the United Nations headquarters, Economic Commission for Africa, Economic and Social Commission for Western Asia, United Nations Office at Geneva, United Nations Office at Vienna, International criminal tribunal for Rwanda or International Criminal Tribunal for the former Yugoslavia may be accepted in lieu of the GGST.

• This position is subject to local recruitment pursuant to staff rule 4.4 of the United Nations Staff Rules. All staff in the General Service and related categories shall be recruited in the country or within commuting distance of each office, irrespective of their nationality and of the length of time they may have been in the country. A staff member subject to local recruitment shall not be eligible for the allowances or benefits exclusively applicable to international recruitment.

• Upon separation from service, including, but not limited to, expiration or termination of, or resignation from, a fixed-term, continuing or permanent appointment, a former staff member will be ineligible for re-employment on the basis of a temporary appointment for a period of 31 days following the separation. In the case of separation from service on retirement, a former staff member will be ineligible for re-employment for a period of three months following the separation. This equally applies, mutatis mutandis, with respect to a former or current staff member who has held or holds an appointment in another entity applying the United Nations Staff Regulations and Rules and who applies for a temporary position with the Secretariat.

• Retirees above the mandatory age of separation who wish to be considered for the current temporary job opening must indicate the reason for their last separation as "retirement." Such retirees shall not be employed by the Organization, unless (a) the operational requirements of the Organization cannot be met by staff members who are qualified and available to perform the required functions; and (b) the proposed employment would not adversely affect the career development or redeployment opportunities of other staff members and represents both a cost-effective and operationally sound solution to meet the needs of the service.

• Staff members of the United Nations common system organizations who will reach the mandatory age of separation or retirement within the duration of the current temporary need period are not eligible to apply.

• Staff members are not eligible to apply for the current temporary job opening if they are unable to serve the specified duration of temporary need before reaching the mandatory age of separation. Submitting an application or selection for the current temporary job opening does not delay or increase the mandatory age of separation.
