Org. Setting and Reporting

The Department of Safety and Security (DSS) is responsible for providing leadership, operational support and oversight of the security management system to enable the safest and most efficient conduct of the security programmes and activities of the United Nations System. The position is located in the Security and Safety Service (SSS), Department of Safety and Security (DSS). SSS was established to secure and protect staff, operations, and premises of the United Nations Headquarters (UNHQ), New York and associated properties. The incumbent reports to the Chief of SSS.

Responsibilities

Under the direct supervision of the Chief of the Security and Safety Service (SSS), the incumbent is required to perform the following duties:

1) Directs, manages and administers security and safety operations at UNHQ, New York and associated UN properties; maintains an ongoing review of operational plans with modifications as situations, issues and/or incidents dictate; provides policy guidance to the Chief, SSS and Director, Division of Headquarters Security and Safety Services (DHSSS) on conceptual strategy development and implementation of overall strategies and inter-divisional/departmental policies and procedures; provides substantive input in the preparation of position papers and reports for presentation to inter-divisional/departmental/governmental bodies; defines and maintains a reporting system communicating relevant information to appropriate levels; defines security training requirements for the Service; participates in tactical and strategic planning and implementation to include recommendations; provides an ongoing liaison programme with UN member states and host country law enforcement on security matters; oversees the budget preparation and monitoring process on a scheduled basis.

2) Oversees security arrangements at UNHQ, NY; primarily responsible for the development of all crisis management and contingency plans in case of emergency; develops, implements and maintains defensive measures to mitigate/forestall all possible breaches of security, taking into account the threat assessment of the UNHQ, NY district conducted in co-ordination with host city/country authorities; provides advice on the development of security and safety standards with particular emphasis on business continuity/disaster recovery; assesses all security and safety issues and situations as they relate to the threats and risks to all UN staff and associated UN properties; develops appropriate studies, investigations and proposals in any and all matters pertaining to the support, development and growth of DHSSS.

3) Deputizes in the absence of the Chief of SSS; issues appropriate performance and operational directives to security and administrative staff; maintains an evaluation of performance through appropriate reporting, support and corrective actions when required; supervises all direct report sections, administrative staff and officers and assumes full responsibility and accountability for same in the absence of the Chief.

Education

Advanced university degree (Master’s degree or equivalent) in Law Enforcement, Public Administration or related area is required. A first-level university degree in any of these fields, in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of ten years of progressively responsible experience in security management, preferably in a police or military context, which should include command and senior-level staff experience is required.
Five years of experience at the international level in the area of security and safety management is required.
Experience in incident and crisis management is highly desirable.
Experience managing large complex organizations with a diverse workforce is highly desirable.
At least five years working experience in the UN Security Management System is highly desirable.
Current or previous experience within the UN Security and Safety Service (SSS) or other large similar international security force organizations is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of French is desirable. Knowledge of another UN official language is an advantage.

Assessment

Evaluation of qualified applicants may include a substantive assessment, which may be followed by a competency-based interview.

• This job opening is advertised to fill a temporarily vacant position. Subject to confirmation of the regular incumbent’s continued absence, this post is available through 30 September 2020, with the possibility of extension. The regular incumbent is entitled to return to this position at the expiry of the temporary vacancy period. If the regular incumbent exercises the right to return, the appointment or temporary assignment or promotion of the candidate selected for this job opening will not be renewed or extended. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.

• A current staff member who holds a fixed-term, permanent or continuing appointment may apply for temporary positions no more than one level above his or her current grade. However, a current staff member who holds an appointment at the G-6 or G-7 level may also apply to temporary positions in the Professional category up to and including the P-3 level, subject to meeting all eligibility and other requirements for the position. A staff member holding a temporary appointment shall be regarded as an external candidate when applying for other positions, and may apply for other temporary positions at any level, subject to section 5.7 below and staff rule 4.16 (b) (ii). Therefore, a staff member holding a temporary appointment in the General Service or related categories may only apply to positions within those categories. In its resolution 66/234, the General Assembly further "stressed that the Secretary-General should not recur to the practice of temporarily filling posts in the Professional and higher categories with General Service staff members who have not passed the General Service to Professional category examination other than on an exceptional basis, and requests the Secretary-General to ensure that temporary occupation of such posts by the General Service staff shall not exceed a period of one year, effective 1 January 2013…" Consequently, eligible candidates in the General Service or related categories for temporary job openings in the Professional category that have not passed the competitive examination may be selected only on an exceptional basis endorsed by the Office of Human Resources Management where no other suitable candidate could be identified.

• Upon separation from service, including, but not limited to, expiration or termination of, or resignation from, a fixed-term, continuing or permanent appointment, a former staff member will be ineligible for re-employment on the basis of a temporary appointment for a period of 31 days following the separation. In the case of separation from service on retirement, a former staff member will be ineligible for re-employment for a period of three months following the separation. This equally applies, mutatis mutandis, with respect to a former or current staff member who has held or holds an appointment in another entity applying the United Nations Staff Regulations and Rules and who applies for a temporary position with the Secretariat.

• While this temporary job opening may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post. An external candidate selected for this position is bound by the prevailing condition of the staff selection system under ST/AI/2010/3, as amended, and ST/AI/2010/4/Rev.1. A staff member holding a temporary appointment who is recruited in the Professional and above categories on a temporary appointment, and placed on a position authorized for one year or longer may not apply for or be reappointed to his/her current position within six months of the end of his/her current service. This provision does not apply to staff members holding temporary appointments and placed on positions authorized for one year or more in duty stations authorized for peacekeeping operations or special political missions.

• Subject to the funding source of the position, the eligibility for this temporary job opening may be limited to candidates based at the duty station.

• This temporary job opening may be limited to “internal candidates,” who have been recruited through a competitive examination administered according to staff rule 4.16 or staff selection process including the review of a central review body established according to staff rule 4.15.

• Staff members of the United Nations common system organizations who will reach the mandatory age of separation or retirement within the duration of the current temporary need period are not eligible to apply. Submitting an application or selection for the current temporary job opening does not delay or increase the mandatory age of separation.

• Retirees above the mandatory age of separation who wish to be considered for the current temporary job opening must indicate the reason for their last separation as "retirement." Such retirees shall not be employed by the Organization, unless (a) the operational requirements of the Organization cannot be met by staff members who are qualified and available to perform the required functions; and (b) the proposed employment would not adversely affect the career development or redeployment opportunities of other staff members and represents both a cost-effective and operationally sound solution to meet the needs of the service.

• Pursuant to section 7.11 of ST/AI/2012/2/Rev.1, candidates recruited through the young professionals programme who have not served for a minimum of two years in the position of their initial assignment are not eligible to apply to this position.
