Org. Setting and Reporting

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. This post is located in the UNEP/Europe Office, Secretariat of the Carpathian Covention, at the Vienna duty station.

The Associate Programme Management Officer will operate in the framework of the "Vanishing Treasures" programme and other related projects of the Vienna Office and will contribute in providing assistance in support of the implementation of the aforementioned programme and related activities.

Responsibilities

Within delegated authority, and supervised by the Programme Management Officer as the responsible programme manager of the related programme, the Associate Programme Officer will be responsible for the following duties:

•Works with key clients to facilitate the development, implementation and evaluation of the assigned programmes/projects, etc.; monitors and analyzes specific aspects of the programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and recommends corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.
•Carries out basic research on selected aspects of the programmes, operations and other activities, etc., to include collecting, analyzing and presenting statistical data and other information gathered from diverse sources.
•Provides substantive support for policy coordination and evaluation functions, including the review and analysis of emerging issues and trends, participation in evaluations or research activities and studies.
•Assists in performing consulting assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change.
•Participates in survey initiatives; assists with design of data collection tools; issues data collection tools, reviews, analyzes and interprets responses, identifies problems/issues and prepares preliminary conclusions.
•Contributes to the preparation of various written outputs, e.g. draft background papers, analytical notes, sections of reports and studies, inputs to publications, etc.
•Provides administrative and substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying and proposed participants, preparation of background documents and presentations, handling logistics, etc.
•Undertakes outreach activities; participates in the development of training workshops, seminars, etc.; participates in and makes presentations on assigned topics/activities.
•Participates in field missions, including provision of substantive and administrative support, data collection, etc.
•Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and preparation of related documents/reports (pledging, work programme, programme budget, etc.).
•Performs other duties as required.

Education

Advanced university degree (Master's degree or equivalent) in biological sciences, environmental sciences, political sciences, economics, law or a related filed is required.

Work Experience

A minimum of two (2) years of progressively responsible experience in climate change adaptation including Ecosystem-based adaptation in required. Experience in project management and hands-on (in the field) experience in wildlife management and conservation is highly desirable.

Languages

English and French are the working languages of the Secretariat. For this position, fluency in English (both oral and written) is required. Knowledge of another UN official language, in particular Russian is a advantage.

Assessment

Evaluation of qualified candidates for this position may include a substantive assessment which may be followed by a competency-based interview.

Special Notice

• This position is temporarily available for 364 days. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.

• While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post.

• Subject to the funding source of the position, the eligibility for this temporary job opening may be limited to candidates based at the duty station.

• This temporary job opening may be limited to “internal candidates,” who have been recruited through a competitive examination administered according to staff rule 4.16 or staff selection process including the review of a central review body established according to staff rule 4.15.
