Org. Setting and Reporting

This position is located in the Office of the Secretrary of the Commission, Office of the Executive Secretary, Economic Commission for Latin-American and the Caribbean, Santiago, Chile. The incumbent reports to the Executive Secretary.

The Economic Commission for Latin America and the Caribbean is one of the five regional Commissions of the United Nations. It was founded in 1948 with the purpose of contributing to the region's economic and social development. Its mission includes the design, monitoring and evaluation of public policies and the provision of advisory services, expertise and training to Governments, as well as support for regional and international cooperation and coordination activities. Responsibilities

Under the overall supervision of Executive Secretary, the incumbent will be responsible for the following duties:

• Formulates and implements the substantive work programme of the Office of the Secretary of the Commission.
• Oversees the management of activities undertaken by the Office of the Secretary of the Commission, ensuring that programmed activities are carried out in a timely fashion and co-ordinates work in the different areas both within the Office and Department, and with other organizations of the United Nations System, as appropriate.
• Leads, supervises and carries out the work programme of the Office of the Secretary of the Commission.
• Co-ordinates the work carried out by different work units under the Office and by other agencies and bodies of the United Nations system.
• Provides programmatic/substantive reviews of the drafts prepared by others.
• Co-ordinates and oversees the preparation of reports for presentation to the General Assembly and other intergovernmental bodies such as the Economic and Social Council, other policy-making organs, as appropriate.
• Ensures that the outputs produced by the Office of the Secretary of the Commission maintain high-quality standards; that reports are clear, objective and based on comprehensive data. Ensures that all outputs produced by the Office of the Secretary of the Commission meet required standards before completion to ensure they comply with the relevant mandates.
• Prepares the work programme of the Office of the Secretary of the Commission, determining priorities, and allocating resources for the completion of outputs and their timely delivery.
• Participates in international, regional or national meetings representing ECLAC, acts as Secretary of all intergovernmental meetings of ECLAC. Provides programmatic/substantive expertise on an issue or holds programmatic/substantive and organizational discussions with representatives of other institutions.
• Leads and supervises the organization of meetings on substantive issues, mainly the meeting of the Commission and its subsidiary bodies including the Session of the Commission, the Sessions of the Committee of the Whole and the Forum of the Countries of Latin America and the Caribbean on Sustainable Development.
• Maintains liaison with Governments, Intergovernmental and Non-Governmental organizations, and United Nations Agencies, Programmes and Funds, the United Nations Development Group (UNDG), the Development Coordination Office (DCO) and with the Resident Coordinators within Latin America and the Caribbean.
• Undertakes or oversees the programmatic/administrative tasks necessary for the functioning of the Office of the Secretary of the Commission, including preparation of budgets, reporting on budget/programme performance, evaluation of staff performance (e- Perf), interviews of candidates for job openings, evaluation of candidates and preparation of inputs for results-based budgeting.
• Recruits staff, taking due account of geographical balance.
• Manages, guides, develops and trains staff under his/her supervision.
• Fosters teamwork and communication among staff in the Office of the Secretary of the Commission and across organizational boundaries.

Education

Advanced University degree in legal or political affairs is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

At least 15 years of relevant professional experience working in an Intergovernmental body is required. Experience in diplomacy and international affairs is required. Experience in political analysis and reporting is required. Experience in legal affairs and protocol issues is required. Experience conducting political negotiations in an international setting is desirable. Relevant experience working in Latin America and the Caribbean region is desirable. Experience acting as Secretary of a United Nations intergovernmental meeting is desirable. Experience working in an international organization, such as the United Nations, is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this position, fluency in Spanish and English is required.

NOTE: ‘’Fluency’’ equals a rating of ‘’fluent’’ in all four areas (speak, read, write, and understand) and ‘’Knowledge of’’ equals a rating of ‘’confident’’ in two of the four areas.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

United Nations Considerations
